The Division's field observations made during inspections over the years and observations <br />made during the bond release inspection of November,1996. The Division searched for any <br />field evidence of erosion and sediment accumulation during the bond release inspection. <br />Observations made during the bond release field inspection, as well as observations made during <br />previous regular inspections and subsequent inspections, indicated that the vegetation on the <br />reclaimed slopes had stabilized the soil. No significant sediment accumulations, such as deltas <br />and fans, were observed on hillslopes. There was no general erosional instability observed. The <br />Division's field observations appeared to corroborate Trapper's hydrologic modeling results of <br />postmining sediment yields being less than premining yields. <br />Division's finding that post-miningsedimentyield does not exceed pre-miningyield. Based on <br />Trapper's SEDCAD+ modeling using baseline data, the Division finds that the lands proposed for <br />Phase II bond release are not contributing suspended solids to streamflow or runoff outside the <br />permit azea in excess of premining levels. <br />Summary and Conclusions <br />Trapper requested Phase II bond release from the lands delineated on Map 2.0, entitled "Phase II <br />Bond Release-PazcelBlock Delineation", of the bond release submittal, Map No. 1 of 2 received <br />September 22, 1997, and Map No. 2 of 2 received September 9, 1996. The Division reviewed the <br />bond release application, the mine permit, and inspected the lands. Based on the review and <br />inspections, the Division finds that on the bond release lands Trapper has: <br />1. Replaced topsoil in accordance with the approved reclamation plan. <br />2. Established vegetation that supports the approved post mine land use and which meets the <br />approved success standazd for vegetative cover. <br />3. Reclaimed the lands so they aze not contributing suspended solids to streamflow or runoff <br />outside the permit azea in excess of premining levels or in excess of adjacent nonmined <br />azeas. <br />4. Converted the 59 livestock water tanks on the lands to permanent impoundments in <br />compliance with the Regulations. <br />Based on the foregoing individual findings, the Division finds that Trapper has met all the <br />requirements for Phase II release of bond from the subject lands. <br />Trapper Mine Page 10 12/14/98 <br />Phase II Band Release <br />
