.~ <br />'- C) Stipulation No. 50 required the operator to perform archeological <br />studies in areas having the highest potential, before mining north <br />of the Purgatoire River. Have these studies been done? Please <br />update Section 2.04.4, page 2.04-4, and Exhibit 5, Cultural and <br />Historic Resource Information. <br />D) Please provide a subsidence survey, a subsidence monitoring program <br />and a subsidence control plan, as required in Section 2.05.6(6), <br />for all mining areas, including the area north of Highway 12. <br />E) The requirements of Section 4.20.1, Subsidence Control, Section <br />4.20.2, Public Notice, Section 4.20.3, Surface Owner Protection and <br />Section 4.20.4, Buffer Zones, must be adhered to by the operator. <br />Please address ali necessary changes to the permit. <br />F) Under 4.20.1(3), please submit a map showing the present and future <br />underground mining configuration of the Golden Eagle Mine. Also, <br />please state the depth of the mining, the angle of draw and how <br />this angle was obtained. Then, please put onto this mine plan map <br />the magnitude and lateral limits of the surface expression of the <br />expected subsidence. This material may be held confidential if <br />requested by the operator. At the same scale as the mine plan map <br />just mentioned, please provide a map showing locations of surface <br />owners' tracts of land, residential buildings and roads. Of <br />special concern is the area north of Highway 12 and also the area <br />near the Main North J>`1. <br />G) The Findings Document for the Permit Revision No.l, dated <br />June 28, 1990, states on page 32 that WFC will install subsidence <br />monuments above the first longwall panel to be mined. Also, a <br />wooden utility shed will be monitored. It further states that <br />monitoring would be completed quarterly. What is the status of <br />these requirements, in light of longwall mining north of Highway 12? <br />H) Rule 4.20.4(1) states that no underground mining will take place <br />beneath or adjacent to any perennial stream unless the Division <br />determines that subsidence will not cause material damage to the <br />stream. On page 7 of the June 28, 1990 Findings Document, it is <br />stated that there is a perennial stream in Santistevan Canyon. Is <br />the longwall mining north of Highway 12 beneath or adjacent to the <br />perennial stream in Santistevan Canyon, and, if so, please locate <br />in the permit where the Division has given approval for such mining. <br />3. Hydrology <br />A) It is stated on page 4 of the 1991 Annual Hydrology Report that the <br />surface water monitoring well in Santistevan Canyon, SCF-l, is <br />inactive and that it will be activated when longwall mining begins <br />under Santistevan Canyon. When was longwall mining begun in this <br />canyon, and has the well SCF-1 been activated? <br />8> Please update Table 6, page 2.04-9, State Engineer's Record of <br />Water Wells; Table 7, page 2.04-11, Results of Well Survey; <br />Table 8, page 2.04-12, Results of Windmill Survey; and Exhibit 8, <br />Water Well Information, if applicable. <br />-8- <br />
