Rules 2.05.3(3), 2.05.3(7) and 4.04 - Mine Facilities, Coal <br />Structures, Support Facilities <br />Information on support facilities, coal handling structures and mine facil- <br />ities on page 12 and Exhibits 9 and 10 were checked for compliance. These <br />facilities and structures are discussed in this document under the section <br />on Operations Description. <br />No problems relative to these requirements were identified. The proposed <br />operation is in compliance with the requirements of this section. <br />les 2.05.3(3) and 9.03 - Roads <br />Information on roads can be found on page 12 and in Exhibit 9 of the permit <br />application. The Division reviewed this material for compliance. <br />Access to the mine is by county road. Only two small segments of road, each <br />less than 500 feet in length, were constructed by the operator. These roads <br />meet all the requirements fot grade, drainage, and surfacing of 9.03 for <br />access roads. '. <br />The proposed operation is in compliance with requirements of this section. <br />XXI. Rule 2.05.9(2)(b) and Rule 3 - Bonding <br />The reclamation cost estimate of $26,000 submitted by the operator was ac- <br />cepted by the Division. The cost breakdown is as follows: 1) building re- <br />moval costs - 511,400; 2) Cost of sealing 2 portals - $400; 3) Backfilling <br />and grading costs - $9,200; 4) Topsoil replacement costs - $9,000; and 5) <br />Revegetation cost - $1,000. <br />Pursuant to Rule 2.07.6(2)(j) the Division finds that the applicant will be <br />in compliance with bonding requirements. <br />The proposed operation is in compliance with the requirements of this section. <br />XXII. Rules 2.05.4(2)(g) and 9.07 - Sealing of Drilled !toles and Underground <br />Openings <br />The applicant has done no drilling, thus no drill boles will have to be sealed. <br />The method for sealing protals in Exhibit 9 and pagr_ 15 was reviewed by the <br />Division for compliance. The sealing method i5 to remove all timbers and <br />concrete from the portals, then cave and backfill the opening. This method <br />meets all appropriate requirements. <br />The proposed operation is in compliance with the requirements of this section. <br />
