<br />-~- <br />SU:dA1ARY <br />The Review Process, Description of the Environment <br />and <br />L~scription of the Operations and Reclamation Plan <br />The Review Process <br />Trinidad Basin Mining, Inc. is aaplying foz• a permit under the Colorado Surface <br />Coal Mining Reclamation Act to mine coal at the Trinidad Basin Mine. The mine is <br />Zocated in Las Animas County, Colorado, approximately six miles west of Ludlow, <br />Colorado on Las Rnimas County Road 44.0. The mine is located in Sections IS and <br />22 of T31S, R65W. The Zoadout facility is located in Trinidad, Colorado in a <br />portion of Section 15, T33S, R63W. <br />The Trinidad Basin Mine has been in existence since 1977, and was formerly operated <br />under Permits 77-2, 78-145, and 79-53 issued by the Colorado Mined Land Reclamation <br />Division (the Division). Trinidad Basin Blining, Inc, submitted an application for <br />a new permit on February 17, 1981 pursuant to Section 34-33-109 of the Act. Since <br />that time, the application has been under re viewDy the Division to determine <br />compliance with the Rules and Regulations of the Colorado Mined Land Reclamation <br />Board for Cda1 Mining. <br />On April 27, 1981, the Division sent a letter to Trinidad Basin Mining, Inc. which <br />identified deficiencies in the application which were noted during the preliminary <br />adequacy review. Resolution of these deficiencies was required in order for the <br />Division to make determinations of compliance. TBM responded to the comments in <br />a meeting with the Mined Land Reclamation Division on February 5, 1982. The <br />responses to the letter and the meeting were submitted in part to the Division and <br />incorporated into the permit volumes. <br />Additional material was requested in Division correspondence of March 16, 1982, <br />April I, 1982, f4ay 7, 1982, and June 7, 1982. raterial in response to these requests <br />has been incorporated into the permit application. <br />Description of the Environment <br />The mine site is Zocated in a foothills area at an elevation of approximately 6700 <br />feet. Land use in the area consists of grazing and wildlife habitat. <br />The mine is situated to the east of the Spanish Peaks within the DeZ Agua Canyon, <br />at the northern edge of the Raton Basin. The coals that will be mined are in the <br />Raton Formation, the upper of two coal-containing formations overlying the cretaceous <br />Trinidad Sandstone. The Del Agua and Cass coal seams will be mined and are separated <br />by 80 to Z00 feet of sandstones, siZtstones and shales. <br />
