Vegetation - Rules 2.O~f.10, 2.05.4(2)(e) and 4.55 <br />The Division has reviewed the vegetation baseline information, reclamation plan, <br />and revegetation success information presented in Sections 4.8, 5.4, and 7.12 of <br />the permit application. <br />The permittee has performed no quantitative sampling or analysis of vegetation within <br />the permit area. Proposals for methodology to be used in a sampling program have <br />been presented. The Division imposes the following s ti.pulations: <br />Stipulation No. 7: <br />THE PERMITTEE WILL SUBl4IT TO THE DIVISION FOR APPROVAL AND INITIATION <br />DURING THE NEXT GROWING SEASON A PLAN FOR THE SAMPLING OF VEGETATIVE <br />COh1MUNITIES WITHIN THE PERMIT AREA, AND ESTABLISHMENT OF REFERENCE <br />AREAS WITHIN THE PERMIT AREA. TX IS PLAN SHALL EXPLICITLY DISCUSS SAMPLING <br />METHODOLOGIES FOR THE COLLECTION AND ANALYSIS OF COVER, PRODUCTION, <br />WOODY PLANT DENSITY, AND SPECIES DIVERSITY DATA FOR EACH VEGETATIVE <br />COMMUNITY 20 BE DISTURBED WITH THE PERldIT AREA; ANALYSIS OF DATA FOR <br />DETERMINATION OF SAMPLE ADEQUACY; ANALYSIS OF DATA FOR COh1PARABILITY <br />OF PRE-?MINING AND REFERENCE AREAS; AND DATES OF SAMPLING. <br />Stipulation No. 8: <br />WITHIN 30 DAYS OF THE COMPLETION OF VEGETATION SAMPLING, THE PERMITTEE <br />SHALL SUBMIT THE RESULTS OF SUCH SAl~fPLING TO THE DIVISION FOR REVIEW <br />AND APPROVAL. <br />The permittee has proposed a revegetation plan. The reclamation techniques are <br />acceptable to the Division, but without site-specific vegetation information, the <br />Division cannot evaluate the acceptability of the seed mix. For this reason, the <br />following stipulation is necessary: <br />Stipulation No. 9: <br />THE PERl9ITTEE SHALL SUBf•!IT A PERMANENT RECLAMATION MIX TO THE <br />DIVISION FOR APPROVAL NO LATER THAN 30 DAYS AFTER THE COMPLETION <br />OF THE SITE-SPECIFIC VEGETATION SAMPLING. THE hflX SNA LL NOT <br />INCLUDE ALFALFA OR SUNFLOWERS AS PROPOSED IN TABLE V-3. ALL <br />INTRODUCED SPECIES INCLUDED SHALL HAVE AN ACCOMPANYING JUSTIFICATION <br />ADDRESSING THE SECTIONS OF RULE 4.25.2. <br />The applicant has adequately discussed success criteria and evaluation For cover <br />and productivity, and woody plant density. The applicant has not adequately discussed <br />standards for species diversity. For this reason, the following stipulation is <br />necessary: <br />Stipulation No. Z0: <br />THE PERDIITTEE AND THE DIVISION WILL JOINTLY ESTABLISH A MEAh1S FOR <br />THE EVALUATION OF SPECIES DIVERSITY [JITNIN 120 DAYS OF PERMIT <br />ISSUANCE. <br />
