<br />This permit termination is categorically excluded from the National <br />Environmental Policy Act (NEPA) process because the Federal permit and <br />mining plan approval were previously covered by the NEPA process (i.e., <br />OSMRE's Environmental Assessment and Finding of No Significant Impact <br />dated December 23, 1982) <br />II. Background <br />The Roadside and Cameo underground coal mine is located in Mesa County, <br />Colorado, 3 miles northeast of Palisade, Colorado. The Colorado State <br />permit area contains approximately 10,000 acres, approximately 7750 <br />acres of which are leased Federal coal in the mining plan area for <br />Federal leases C-01538, C-078049, C-020740, C-02499. <br />The Roadside and Cameo mine mining plan was originally approved under <br />the Federal lands program on January 17, 1983, and the mine was <br />permitted by OSMRE under the Federal lands program and Colorado State <br />program on January 20, 1983. Since the original approval of the mining <br />plan, there have been no mining plan modifications. <br />OSMRE'e Albuquerque Field Office was consulted on November 10, 1988 and <br />has indicated that no pending enforcement actions are associated with <br />the Federal permit for the Roadside and Cameo mine. <br />The Federal permit contained 16 special conditions of approval including <br />5 mining plan conditions required by the Bureau of Land Management (BLM) <br />and State permit stipulations 1 through 11. The five conditions <br />required by BLM are carried forward as special conditions of the mining <br />plan approval. State stipulations 1, 4, and 5 through 10 were satisfied <br />(see State's Findings of Compliance for Permit Revision O1 dated May <br />1985)• State stipulations 2, 3, and 11 are carried forward in the State <br />permit as Stipulations O1, 02, and 06, respectively. <br />The standard and special conditions of the existing mining plan approval <br />are appended to this memorandum as Attachment A. There are 5 remaining <br />special conditions of approval of the mining plan. <br /> <br />III. Approval:. <br />I approve the termination of Federal permit CO-0020, issued on January 20, <br />1983, for the Roadside and Cameo mine.
