11. The Reclamation Timetable on page 19-6 does not give a specific time frame, as required by <br />Rule 2.05.4(2)(a), for soil replacement. Please revise the table to include the maximum period <br />of time between rough grading of spoils, final grading, and topsoil replacement. <br />12. Please revise Exhibit 19-1, "Reclamation Schedule", in accordance with the current mine plan. <br />13. Page 5 of Tab 19 includes a description of circumstances which would require a variance from <br />contemporaneous reclamation requirements. Rule 4.14.1(1)(c) allows the Division to grant <br />such a variance "if the permittee can demonstrate, through a detailed written analysis..., that <br />additional time is necessary." In order to comply with Rule 4.14.1(1)(c), PWCC should in- <br />clude acommitment that prior to creation of more than four spoIl ridges or extension beyond <br />180 days following coal removal, PWCC will submit and obtain approval for a revision to the <br />permit application. The revision would include modifications to the reclamation plan, time <br />frame, and estimated reclamation costs. <br />The Division will require that PWCC submit a technical revision to address the requirements listed <br />above on or before Oc[ober 9, 1993. <br />Seneca II-W Mine Page 10 <br />
