<br />we were using 68 milliliters of reagents per minute. Sittce <br />the change has been made we are using less than 5 milliliters <br />per minute. <br />As you can see we have made no changes to the outside <br />plumbing as submitted in the original permit. <br />lc. On Oct, 20:h,1991 at 11:OOam, I received a call from Mark <br />Steen instructing me to open the valve between the tailing <br />pond and Hazel A. I informed him that the Hazel A wan full <br />and any discharge into it would cause an overflow. I also <br />pointed out to him that according to the permit prior to <br />any discharging into the Hazel A we were required to take <br />water samples from a test hole near the Cash Mine road. <br />He informed me that he had already taken such samples and <br />then instructed me once again to open the valves. I again <br />refused. <br />This conversation tack place through a speaker phone of <br />which Mr. Steen was aware of. Present and privilege to <br />that convsrsatioa was Gwen Fraser,ph.206-932-1800, and a <br />consultant geologist who was not in my employ by the name <br />of £arl Harrison, ph.702-937-2420, <br />Approximately 2 hours later Mr. Steen again called and <br />informed me he had already opened the valve. 2 told him <br />he was going to get himself in trouble and we wanted no <br />part in any illegal dumping. i also informed him I did <br />not know the location of tailing pond vales. He explained <br />to me where it was and that he had it camouflaged with <br />rocks. I then went out, found the valve and discovered it <br />was half opened, at which time I closed it. <br />Unbeknownst to Mr. Steen, we had made a decision to run <br />the Mill and all waters contained in storage areas would <br />be needed far the operation. <br />At about noon on Oct,24th, Mr. Steen appeared at the site <br />and informed me he was about to open the valves, I <br />proceeded with him to the location of the valve and <br />observed him opening it abcut half way. He stayed around <br />the site for about a half hour and when he left I <br />instructed Simmy Tatman<449-7746) to close the valve at <br />which time I accompanied him to it and 6howed him the <br />location. <br />On the morning of Oct.25th at B:OOa.m. I received a call <br />from Diek Cole <443-7459) who asked me if we were <br />discharging water from the hill and I told him we were not <br />I asked for his address and proceeded to his home in <br />Summerville. When I arrived I observed Cash creek. I <br />estimated its flow at 300 gallons per minute, the actual <br />number would be between 800. and 1000 gol. per minute. At <br />that time Mr. Cale asked if we were discharging water in <br />
