Jim Pendelton expressed <br />concerns with the possibility of confusion occuring with the modeling <br />and the actual monitoring data associated with subsidence. This <br />aspect will require future meetings between us and the CMLRD to <br />determine the validity of the model utilized and the modification <br />required, if any, once monitoring data is available to evaluate <br />the subsidence model predictions. <br />Ed Bishoff expressed the fact that although community socio- <br />ecomonic impacts are not required to be addressed by Colorado <br />Statutes, certain aspects may be required by federal mandate. This <br />would be a specific issue which OSM could address, as to the extent <br />to which the topic would need to be addressed. He then outlined <br />the role of the state and OSM concerning mine plan approval for <br />operations which are planned to be conducted on federal lands or <br />federal coal reserves. He stated that the State Permanent Program <br />has been approved, but that the Cooperative agreement has not yet <br />been finalized. Therefore, the State of Colorado and the Federal <br />Department of Interior both issue permits for operations on federal <br />coal lands within the state. He stated that the CMLRD would like <br />to be involved in all meetings and kept up to date on all <br />correspondence between us and the federal agencies involved with <br />our planned mining operations. <br />Larry Damrau will set up a pre-permit meeting with the OSM <br />at the earliest possible date to establish Lines of communication <br />between all involved parties. <br />~~/(~i <br />D.
