-4-
Foidel Creek Pilot Mine operation. Jim Pendelton expressed
concerns with the possibility of confusion occuring with the modeling
and the actual monitoring data associated with subsidence. This
aspect will require future meetings between us and the CMLRD to
determine the validity of the model utilized and the modification
required, if any, once monitoring data is available to evaluate
the subsidence model predictions.
Ed Bishoff expressed the fact that although community socio-
ecomonic impacts are not required to be addressed by Colorado
Statutes, certain aspects may be required by federal mandate. This
would be a specific issue which OSM could address, as to the extent
to which the topic would need to be addressed. He then outlined
the role of the state and OSM concerning mine plan approval for
operations which are planned to be conducted on federal lands or
federal coal reserves. He stated that the State Permanent Program
has been approved, but that the Cooperative agreement has not yet
been finalized. Therefore, the State of Colorado and the Federal
Department of Interior both issue permits for operations on federal
coal lands within the state. He stated that the CMLRD would like
to be involved in all meetings and kept up to date on all
correspondence between us and the federal agencies involved with
our planned mining operations.
Larry Damrau will set up a pre-permit meeting with the OSM
at the earliest possible date to establish Lines of communication
between all involved parties.
~~/(~i
D.
