-1- <br />INTRODUCTION <br />The Blue Ribbon Coal Company, a Colorado partnership, has filed an application <br />to conduct coal mining operations at the Blue Ribbon Mine pursuant to the <br />Colorado Surface Coal Mining Reclamation Act (Section 34-33-109, C.R.S. 1973, <br />as amended) and the Regulations promulgated thereunder. The Blue Ribbon Mine <br />is an existing underground mine which has been in operation since 1977. Prior <br />to that time, the old Blue Mine operated from 1952 to 1963, producing 35,805 <br />tons of coal from underground workings adjacent to the present workings. The <br />mine is situated in the northeast portion of L~lta County, Colorado, approxi- <br />mately 2 miles north of Juanita Junction up the Hubbard Creek drainage. Juanita <br />Junction is 6 miles northeast of Paonia along State Highway 133. The none sur- <br />face facilities area is situated in the NWT of Section 2, T13S, R91W, with addi- <br />tional areas to be mined Located within the 5'~ of Section 35, T12S, R91w, 6th <br />P.F~1. Blue Ribbon Coal Company also operates a truck scale and coal storage <br />facility adjacent to Colorado State Highway 133, approximately three miles <br />northeast of Paonia, Colorado, on part of the NE'1 NEB'! of Section 21, T135, <br />R9ZW, 6th P.M. ' <br />This document is the approval package prepared by the Colorado Mined Land Rec- <br />lamation Division for the Blue Ribbon Mine. the majority of this document con- <br />cerns the operations at the mine located in the Hubbard Creek drainage. Specific <br />findings regarding the truck scale facility can be found in Section XXIII, Mis- <br />cellaneous Compliance, page 58 of this document. <br />This document contains the "Proposed Decision to Approve the Permit Application"; <br />a summary describing the history of the review of the permit application, the <br />environment affected by the mining operation and the operation and reclamation <br />plan; and the Division's written findings of compliance required by the Colorado <br />Surface Coal Mining Reclamation Act. Detailed information concerning the review <br />process can'be found in the Act and the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining. All Rules referenced in this document are <br />contained within the Regulations.
