COLORADO NATURAL AREAS PROGRAM <br /> TO: MargaTa-Dubas, State Clearinghouse <br /> FROM: Jim Vod'Loh, Administrator, Colorado Natural Areas Program <br /> SUBJECT: CYPRUS ORCHARD VALLEY COAL CORPORATION COAL LEASE <br /> APPLICATION COC 53356 ENVIRONMENTAL ANALYSIS U-92-34 <br /> DATE: September 2, 1992 <br /> Staff of the Colorado Natural Areas Program (CNAP) have reviewed the Cyprus Orchard <br /> Valley Coal Lease Environmental Analysis and our comments are summarized below. <br /> CNAPs concern with this project would be surface disturbance in habitat for the Grand Mesa <br /> penstemon (Penstemon mensarum), a candidate for federal listing under the Endangered <br /> Species Act. We agree that the actual coal mining, were it to occur 2,000 feet below the <br /> surface, does not pose a significant threat to the rare plant. <br /> CNAP requests that the Cyprus Orchard Valley Coal Corporation notify both us and the <br /> Colorado Natural Heritage Program if either or both of the following events occur: <br /> • 1. Surface disturbance occurs in suitable habitat for Penstemon mensarum. <br /> 2.
