covered over with soil shortly after sealing. The remaining openings were backfilled outby the <br />seals in eazly July 2000, as verified in the Division's July 31, 2000 inspection report. Interim <br />reclamation was conducted on the mine bench in the fall of 2001 and spring of 2002. Coaly <br />material from the loadout was placed at the base of the portal bench cut slope, compacted, cover <br />soiled and seeded with a stabilization seedmix. Site clean-up, grading, and seeding with a <br />stabilization seedmix was conducted at the Loma loadout in November 2001. Maintenance grading <br />and seeding to repair azeas of caving over the backfilled portals was conducted in 2003 and 2004, <br />and remedial seeding was conducted at the Loma Loadout in November 2004, due to failure of the <br />initial seeding. <br />The coal mine waste disposal azea in lower Munger Canyon was approved under Technical Revision <br />14, and involved relocation of a segment of the Munger Canyon Road. Site construction and initial <br />waste disposal occurred in the fall of 2004. Periodic haulage of coal waste from McClane Canyon <br />Mine and disposal in the Munger disposal area is the only operational activity approved in the permit <br />azea, under the current permit. <br />Under Technical Revision 16 (TR-16), approved in January 2004, the permit application package was <br />updated to reflect current operational plans and to eliminate extraneous and outdated information. With <br />the exception of phased development of the coal waste disposal site, no further mining or facility <br />expansion is proposed or approved. However the permit applicaton does indicate that the existing haul <br />and access road and portal bench facility may have future operational utility. The amended mine plan <br />states that the mine site will be maintained in its current size and configuration until mains from the <br />adjacent McClane Canyon Mine (also operated by CAM) approach the Munger perrnit boundary. At <br />that time, projected to be between 2014 and 2019, the operator will either initiate final reclamation, or <br />revise the permit application to allow use of the existing road and bench facilities for ventilation or <br />access to reserves in the southern portion of the mine permit azea. <br />This findings document has been updated and streamlined to reflect the TR-16 mine plan revisions. A <br />number of stipulations attached to the previous findings document have been eliminated, because under <br />the revised permit they are no longer relevant. Findings text pertinent to out-dated plans has been <br />revised or eliminated. <br />Permitting History <br />The Munger Canyon Mine was permitted under the interim program on July 24, 1978 (Permit <br />No. 78-57). Sheridan Enterprises, Inc. submitted an application for a new permit on December <br />12, 1980 pursuant to Section 34-33-109 of the Act. <br />During initial permit application review, a joint venture company was formed to develop the <br />mine. This company was known as Salt Creek Mining Company and was a subsidiary of <br />Sheridan Enterprises and Colorado-Ute Electric Association. Permanent program approval was <br />granted when the operation was permitted on January 12, 1983. The Munger Canyon Mine was <br />placed into temporary cessation on January 17, 1984. On June 27, 1984, Salt Creek Mining <br />Company applied for a revision to the permit to construct a central facilities area, coal processing <br />waste embanlanent and interconnecting haul road and conveyor system. The revision to <br />
