All facilities used in support ofmining activities at the Blue Ribbon Mine, have been <br />removed. Construction of support facilities did not result in any damage to any <br />protected structures within the permit azea. Therefore, the Division proposes to <br />approve those activities (4.04(6)). <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standazds and Effluent Limitations <br />There aze currently three sediment ponds at the Blue Ribbon Mine that treat <br />drainage from the disturbed azea. These ponds function as designed to ensure <br />that applicable water quality standards and effluent standazds are met. <br />B. Diversions and Conveyance of Overland Flow <br />Sediment control ditches have been designed and constructed in compliance <br />with Rule 4.05.3. Locations aze shown in Exhibit H-1 and Exhibit Z. Designs <br />are detailed in Appendix L of the permit applications. <br />C. Stream Channel Diversions <br />The drainage from the draw north of the bench was channeled across the <br />former location of Pond No. 1, 150 to 200 feet west of the channel's original <br />location. Due to the location of the stabilized bench, completed during the <br />fall of 1984 as part of the mine bench stabilization project, the north draw <br />needed to be relocated. This wide, 0.8 percent grade channel was vegetated <br />and did not require riprap. This is an ephemeral stream and drains an area of <br />less than one squaze mile. <br />2. Hubbard Creek was diverted azound Pond No. 1 during the mining operation. <br />With the removal of Pond No. 1, Hubbazd Creek was restored to its previous <br />channel. The channel did not require major reconstruction. Up to 2,000 cubic <br />yazds of gravel from the pond were used on the reclaimed banks along the <br />creek as additional erosion control. <br />3. The Division proposes to approve the North Draw permanent diversion. This <br />diversion is consistent with applicable state law, will not diminish <br />downstream water rights and meets the requirements of Rule 4.05.4 <br />(4.05.4(4)). <br />D. Sedimentation Ponds <br />The Blue Ribbon Mine has constructed three sediment ponds, Pond Nos. 3, <br />4, and 5. Previously, the site contained Pond No. 1, which has been reclaimed <br />15 <br />
