needing additional grading. The south-facing slope of Pit 1 was measured at <br />30.3% (16.9°). <br />2. Surface Water Hydrology and Drainage Control <br />Runoff from the basin of Pit 1 is channeled by Ditch PD-3, situated in the valley <br />of Pit 1, into Culverts 9A, 9B, 9C and 9D, and Ditch F-1, to Pond F. These <br />structures were all intact, maintained to their design specifications, and functioning <br />as approved. Ditch PD-3 was graded to drain positively. Pond F was not <br />discharging. <br />Runoff from the south- and southeast-facing outslopes of Pit 1 is channelled by <br />Ditch PD-4 through Culvert 3 under the haul road east of Pit 1 to Pond E. <br />Ditch PD-4 needed maintenance, as it was not graded to drain positively. Runoff <br />from the area northeast of Pit 1 is channeled south by Ditch PD-5 through <br />Culvert 3 to Pond E. Ditch PD-5 was constructed as approved. Culvert 3 and <br />Pond E were both intact, maintained to their design specifications, and functioning <br />as approved. Pond E was not discharging. <br />3. Other Observations <br />Material from both the north-south haul road east of Pit 1 and the haul road <br />segment constructed north of Jackson County Road 12 had been partially scraped <br />up for use as fill in reclaiming Pit 1. <br />All Pit 1 highwalls had been eliminated. Evidence of slope instability, though <br />documented for the east side of Pit 1 by DMG inspectors in years past, was not <br />observed in any of the reclaimed Pit 1 slopes. No slumping, sliding, or cracking <br />was seen. No Tilling or gullying in any of the slopes was observed. <br />A small knob of backfill material had been constructed by Kerr Coal neaz the <br />western end of the east-west trending ridge at the south end of Pit 1. This knob, <br />approximately ten feet ta[1 and Z00 feet in diameter, had been drawn on the post- <br />mining topography map approved via Technical Revision TR-13. Kerr Coal <br />Company requested approval of DMG and OSM at the time of the inspection to <br />grade this knob down to more appropriately conform to the grades of the <br />immediately adjacent reclamation. DMG and OSM granted approva[ at the <br />inspection, determining that the proposed change was not significant enough to <br />warrant a revision to the Marr Mine permit prior to implementation, and required <br />Kerr Coal to document the change in the final as-built topography map to be <br />submitted at a later date. <br />B. December 11, 1995, Pit 1 Inspection <br />Present at this inspection were representatives from DMG and Kerr Coal Company. <br />1. The southeast-facing outslope of Pit 1 had been regraded to 28.7% (16°). The <br />knob on the east-west ridge had been graded off. <br />-4- <br />
