Several maintenance items noted in the April 15, 2003 inspection report had been properly <br />addressed prior to the bond release inspection. <br />Based on observations made during the bond release inspection, observations and measurements <br />documented in prior inspection reports referenced here, and information included in the bond release <br />application, the Division concludes that CRDA-1 has been constructed and regraded in conformance with <br />the approved design. Further, no indications of mass instability have been noted in quarterly P.E. <br />inspections, or by the Division during regular monthly inspections or special focus OSM oversight <br />inspections. Only limited minor rill erosion has been observed, and the operator has taken appropriate <br />remedial measures. <br />Roadside Refuse Disposal Area (RSRDA) <br />The Roadside Refuse Disposal Area (RSRDA) has not been actively used for refuse disposal since 1981. <br />Upon cessation of disposal at the site, the outslopes of the pile were graded, and subsequently covered <br />with a 6 inch soil thickness and reseeded. Soil thickness revegetation test plots were installed on various <br />locations of the pile, and data from the test plots provided the basis for required refuse soil cover <br />thickness on CRDA-1, CRDA-2, and final reclamation of the RSRDA. The flat top of the pile was <br />approved for use as a supply storage yard. <br />In 2002, extensive final reclamation work was performed on the pile. The initial reclamation project <br />included installation of two terrace drains and final grading of the pile outslopes, and placement of <br />permanent soil cover, which was completed in the late spring. Final reclamation of the cover soiled <br />slopes, including extensive roughening, seeding, mulching, and rock distribution was completed in <br />November 2002. In addition, a new permanent upland diversion was constructed to route upland runoff <br />around the top and to the south of the pile, into Sediment Pond 9. Also, a new North Perimeter collection <br />ditch was constructed along the north side of the pile to direct drainage from the terrace drains into <br />Sediment Pond 8. Minor grading was completed on the top of the pile to direct runoff away from the <br />outslope, but final grading and reclamation of the top of the pile has not been performed and is not <br />required until 2004. The top of the pile has been excluded from the bond release request. <br />Pertinent mapping, cross-sections, compaction data, construction certification, and permanent diversion <br />certifications are included in the bond release application. <br />Adequate soil cover thickness (18 inches subsoil/topsoil combined) on the reclaimed slopes was <br />documented in a DMG inspection report of January 31, 2003. <br />Construction certification for the new upper diversion ditch is included in the 3rd quarter 2002 refuse area <br />P.E. certification by Jim Stover. DMG measurements of the new upper diversion ditch are documented in <br />the January 31, 2003 inspection report. The P.E. certification identified certain discrepancies between <br />the ditch design and the "as-built' configuration, but included documentation confirming the adequacy of <br />the as-built ditches. DMG measurements were consistent with Mr. Stover's certification, and the Division <br />concurs that the Ditch as constructed will safely convey the design flow. The new North Perimeter <br />Collection Ditch P.E. construction certification was prepared by Jim Stover, dated 612/03. DMG <br />measurements of this ditch are reported in the inspection report dated April 15, 2003. <br />Bench outslopes appear generally to be in compliance with design gradient and bench heights. DMG <br />measurements documenting compliance are presented in the inspection report dated April 15, 2003. <br />Construction design for the RSRDA did not include installation of an underdrain. <br />Several maintenance items noted and informational requests made in the inspection report of April 15, <br />2003, were adequately addressed prior to the bond release inspection. <br />Based on observations made during the bond release inspection, observations and measurements <br />documented in prior inspection reports referenced here, and information included in the bond release <br />Phase I Bond Release 17 August 15, 2003 <br />
