Two foot thick concrete seals were installed in the main South Mine Portals in April 2000, approximately <br />100 feet in-by the portal openings. The portals out-by the concrete seals have not been plugged. The <br />openings have been temporarily secured to prevent entry. <br />The shaft at the South Fan site was plugged and has been covered by reclamation backfill, as have both <br />portals at the 2 West Portals site (also in April 2000}. <br />The Northwest Intake portal (from which the siphon pipe that leads to Discharge Site 002 emerges) was <br />plugged in 1993 with dirt backfill. A settling crack a couple inches wide by, apparently, up to two feet or <br />more deep was observed during a DMG inspection on August 15, 2001, along the upper perimeter of the <br />backfilled portal opening. The crack had been filled in when DMG re-inspected on August 24, 2001. <br />Operator representatives indicated the crack had been opened up and filled in with soil, and tamped in <br />with a shovel handle for compaction, with the repairs reinforced with rock and shotcrete, and this <br />description of the work was consistent with inspection observations. Since the described repairs were <br />completed, there has been no evidence of slumping or re-initiation of settling, and the repaired crack has <br />notre-opened. <br />Permanent portal seal installations are depicted on a P.E. certified drawing, Figure 14-2, in the approved <br />permit application. <br />The reclamation cost estimate prepared by the Division in association with the Phase 1 bond release, <br />reflects the extent of facilities removal and portal sealing detailed in the bond release application and <br />confirmed during the bond release inspection. <br />(2) Hillslope and drainage channel gradients and general design compliance--- <br />{3) Performance of the reconstructed topography. Symptoms of failures or instabilities such as slumping <br />or exposed highwalls will be examined--- <br />(4) Hillslope design/function with regard to erosion-- <br />(5) Swafes and depressions with regard to numbers of such features and effect on post-mining land use-- <br />(8) Blending of regraded land to undisturbed areas-- <br />(7) The functioning of reconstructed drainages with regard to knickpoints, blending at disturbance <br />boundaries and channel erosion--- <br />(8) Erosional features--- <br />Items (1) through (8) were evaluated for each of the areas where backfilling and grading had been <br />completed, and observations pertinent to these factors for the various final graded areas are addressed <br />here below. <br />North Decline <br />The North Decline was backfilled and graded in 1992. Post Mining Topography Map (Exhibit 12C) in the <br />bond release application accurately depicts the area of completed backfiiling and grading, with notation <br />regarding the temporary drainage structures that will be removed prior !o final bond release. The map <br />also specifies locations where "berm breaks" will be cut through the existing berm adjacent to the <br />permanent drainage channel, in association with removal of the temporary drainage structures. Exhibit <br />28 in Tab 9 contains cross-sections depicting operational topography in the North Decline area, along <br />with projected and "as built" post mining topography. <br />Phase I Bond Release 10 August 15, 2003 <br />
