' Water

' No streams, lakes or other surface water bodies are present at the site. Disturbance of the area
will be conducted so as to minimize the effect on the prevailing hydrologic balance as follows:
' a) CMI shall comply with all applicable Colorado water laws;
b) CMI shall comply with all applicable Federal and State water quality laws and
regulations;
c) CMI will remove and regrade all sediment and siltation structures after the project is
completed; and
' d) CMI has a Colorado Department of Health approved Storm Water Dischazge
Pe
it/St
W
te
Man
t Pl
rm
r
orm
a
agemen
an.
' Wildlife
The property is not unique within the local azea for wildlife activities and the surrounding area
' has limited development. Enhancement and creation of wildlife habitat is not a specific goal of
this operation.
' All aspects of the excavation plan and reclamation plan will take into account the protection of
wildlife on the site. During the operation, effects on wildlife will be minimized by limiting the
azea of disturbance and concurrent reclamation activities. The provision of a minimum 500 foot
' setback for excavation activity from the lease boundary keeps substantial wildlife habitat and
creek comdors intact. There aze no peak production periods for this operation so there will not
be a greater impact to wildlife during certain times of the yeaz. The reclaimed operation will
provide very similaz wildlife habitat to the current one.
' Topsoiling
The existing topsoil on the property consists of a 0 to 6 inch layer of sandy, silty loam. T'he
' majority of grass roots.aze contained within this layer.
The frequency of topsoil stockpiling is expected to be limited. Stockpiling will be necessary
' when the operation starts up and when CMI moves to a new azea. Once mining has progressed
to the point where there is depleted azea outside of the processing azea, reclamation will begin
and topsoil stockpiles will be consumed. Subsequently, reclamation will be ongoing with the
mining and there will be no need to stockpile topsoil. If any topsoil stockpiles remain in place
longer than one growing season they will be seeded with a fast growing cover to minimize
' erosion.
The 6 inch layer of topsoil will be redistributed atop the overburden and final grading will ensue.
' Fertilizer and mulch will be utilized as recommended by the Soil Conservation Service (SCS).
' 19
