Mr. Rick Mills -5- July 13, 1984 <br />The proposed methodology for conducting the monitoring is unclear. It <br />sounds as though only a visual monitoring plan is proposed. <br />Quantitative measurements provide a better indication of what the <br />revegetation success is. Therefore, the monitoring program will need to <br />be changed to include quantitative measurements, as well as the <br />frequency. <br />Stipulation No. 14 <br />Empire was required to verify the accuracy of the post-mining topography <br />and volumetrics presented on Table IV-46 by submitting a demonstration <br />that the methodology used was in compliance with Rule 4.14. Empire <br />submitted the mathematic formula which was used to calculate volumes. <br />Information submitted by Empire is adequate to determine volumetrics and <br />to verify the proposed post-mining topography. <br />Stipulation No. 18 <br />This stipulation required Empire to identify re-created drainages and <br />demonstrate that the configurations are stable. Empire identified one <br />drainage location on Map IV-10 and provided designs and proposed <br />construction of the channel which demonstrates that it will be <br />geomophically stable. <br />Stipulation No. 19 <br />Map IU-2 had to be amended as required by this stipulation. The map has <br />been adequately amended. <br />Stipulation No. 20 <br />This number was accidentally missed and therefore there is no <br />stipulation attached to it. <br />Stipulation No. 21 <br />The deadline for this stipulation is October 13, 1984. <br />Stipulation No. 22 <br />This stipulation required the monitoring of residences. Empire has <br />committed to include the residences in their subsidence monitoring <br />program and report the results in their semi-annual subsidence report. <br />Stipulation No. 23 <br />Empire submitted a semi-annual subsidence report format as required by <br />this stipulation. The format is acceptable if the "Subsidence Data" <br />summary sheet is amended to include a tabular summary of horizontal <br />survey location data and cumulative horizontal differences. <br />
