The Division can permit the site without requiring bond for mill <br />building demolition and reclamation at this time. If at some point <br />Boulder County notifies the Division that the mill building cannot <br />remain as a beneficial post-operational feature under local zoning <br />regulations, the bond will have to be increased to cover the cost of <br />building demolition and removal and building site reclamation. <br />4. It is clear based on observations made during the Division's 6/7/95 <br />inspection report, that the Gold Hill Mill water management plan, as <br />it is described in the application and as it is operated at the <br />site, is not sufficient to prevent discharges of tailing pond water <br />to Cash Gulch. A new water management plan must be provided in <br />order to gain application approval. A water balance must be <br />included that demonstrates that the mill can be operated as a zero <br />discharge facility, or, alternatively, COM, Inc. must obtain a CDPS <br />permit from the Health Department that allows discharge to Cash <br />Gulch. <br />5. Please specify the minimum height to which the decant risers will <br />extend above the tailing surface (if, in fact, the risers remain a <br />component of the water management plan), and describe what methods <br />will be employed to prevent the risers from becoming plugged with <br />snow or debris. <br />6. Please provide a commitment to conduct quality assurance testing <br />during embankment construction and liner installation, and to <br />provide documentation of test results to the Division in the form of <br />as-built certification reports. Provide a list of the types of <br />testing that will be completed (e.g. proctor tests, and <br />moisture/density tests for embankment materials), and commit to a <br />minimum frequency at which these tests will be conducted. <br />7. It is the Division's view that the Gold Hill Mill permit could be <br />issued upon application approval and submittal of a bond in the <br />amount of $38,277.00. This is the amount determined to be adequate <br />for the mill site under permit M-83-141. The amount of required <br />bond would be revisited at the time that tailing pond expansion is <br />initiated. Please commit to providing written notice to the <br />Division prior to initial site work related to tailing pond <br />expansion. The Division and Board reserve the right to revisit the <br />amount of required bond at any time for good cause shown. <br />8. The process water line from the Time Mine borehole to the mill was <br />installed in a trench and buried. Both the borehole and the buried <br />pipeline are disturbances that must be reclaimed, and as such must <br />be included in the permit area. <br />These issues must be addressed prior to permit application approval, and <br />
