sedimentation pond. The SAE demonstration may consist of one "typical demonstration" that <br /> uses modeling parameters that are typical over the entire area. Please make sure that the <br /> SAE demonstration(s) reasonably account for the worst condition along the rail line. <br /> Rule 4.05.2 <br /> 11. Please identify in the permit application where the SAE demonstrations for the office SAE <br /> and the substation SAE are located. Such demonstrations are required if not already in the <br /> permit. Also, Exhibit 12-2, Surface Water Control Plan Map, does not show the locations <br /> for the two SAES. Please update this map. <br /> 12. Does the office SAE demonstration include the septic tank/leach field disturbance? If not, <br /> please include the septic tank/leach field in a new SAE demonstration, or resubmit the office <br /> SAE demonstration which would include the septic tank/leach field. <br /> 13. There are several areas that appear to be cut banks or filled-in areas which do not report to a <br /> sediment pond or have an SAE demonstration. One such area is the area immediately north <br /> of ditch no. 2. Another is the area just to the west of ditch no. 3A, as well as the outslope <br /> of the southwest portion of the coal stockpile area. <br /> If these areas, or any other areas, were disturbed by mining operations and do not report to a <br /> pond or have an SAE demonstration, please provide either the SAE demonstrations or the <br /> drainage control designs that would route the runoff to a pond. The later approach would <br /> necessitate reexamining the pond design in order to ensure adequate capacity. <br /> Rule 4.05.13(4)(c) <br /> 14. The Division has reviewed the 1994 Annual Hydrologic Report that had been submitted by <br /> the operator. At this time, any irregularities in water quality appear to be sporadic. There <br /> do not appear to be any trends showing out-of-compliance water, as regards to NPDES <br /> standards and material damage standards. <br /> The AHR review shows that the permitted water quality and quantity monitoring program is <br /> being followed. Also, the probable hydrologic consequences assertion that the stream water <br /> has been, pre-mining and present day, marginally good for livestock and not acceptable for <br /> irrigation appears to be correct. It also appears to be correct that the groundwater has been, <br /> pre-mining and present day, unacceptable for irrigation or livestock. <br /> SECTION V - PERMIT VARIANCES AND SPECIFIC APPROVALS <br /> 1. The Division has given approval, through Technical Revision No. 1, to allow a reduction in <br /> hydrologic monitoring. When at least four semi-annual analyses have been conducted for the <br /> surface water site HGSD3, monitoring of HGSD1 can be discontinued, as long as no trend <br /> develops that shows degradation that exceeds the livestock watering standards. Also, when at <br /> least four semi-annual analyses have been conducted for the groundwater alluvial well <br /> HGDAL3, well HGDALI can be dropped from the monitoring program, provided that no <br /> -5- <br />
