I found two <br />errors. The first is on the Proposed post-mining topography plan. The contour 7150 should have <br />been drawn to intersect the cross section B-B' at approximately 2,500 feet. Moving the toe of <br />this slope out to this point would allow the final slope to closely approximate the approved final <br />topography while being somewhat flatter that the original contours (please reference the CF&1 <br />Steel Corporation Proposed Surface Layout plan enclosed in my letter of October 8, 1996). A <br />revised post-mining topography is enclosed. The second error is the plotting of cross section B- <br />B'. The existing and proposed lines shown on the September 20 submittal are approximately 10 <br />feet high behveen 2300 feet and 2400 feet. A revised Reclamation cross sections of the post- <br />mining topography is enclosed. <br />The explanation for modif}~ing the topography at 1880 feet on the B-B' cross section is to t7atten <br />the outslope of the road embankment dozing the material downhill rather than filling it from <br />below. Upon completion of the slope reduction the road would be reestablished. <br />Regarding your questions on the re-application of topsoil Basin provides the following <br />information: <br />1. At the time of the September 20 submittal it appeared that Stroud Oil was interested in <br />obtaining Pond 5. Since that time they have decided to not pursue this option. Basin plans to <br />utilize TS4 to reclaim Pond 5. <br />
