Oehler
Mined Land Reclamation Division
1313 Sherman Street - Room 215
Denver, Colorado 80203
Re: Letter of Feb. 5, 1992 Parkerson Gravel Pit Permit No. M-85-219
Dear Mr. Oehler:
On Feb. 5, 1992, you wrote a letter concerning the dust damage to fruit trees
owned by Mr. Ronald Crist and indicated that we were the cause of the problem.
In that letter you relied on a report from the Colorado State University
Orchard Mesa Research Center. I think that it is very important to note
that the report was dated April 21, 1988.
Since the spring of 1988 we have done many things to control dust. We installed
a sprinkler system on the haul road into the pit. This was constructed with a
timer which allows the sprinklers to come on automatically. We set this system
up to come on four times during the night and three times during the day.
This effectively stopped any dust problem on the haul road. This system has
been in operation from early April till mid-October each year since 1988
whenever the pit was in operation.
We also installed a sprinkler system on the overburden stockpile. This was
connected to the same timer that was used on the haul road. This allowed a
dense stand of vegetation to grow on the overburden stockpile. This eliminated
any dust problem from the overburden stockpile.
The area that is closest to Mr. Crist's orchard is not included in the mining
permit. We acquired this property in 1989. This area had not been irrigated
for quite a while. Even though this was outside of our mining area, we watered
this area beginning in 1989 and got a stand of vegetation growing on it.
When we are processing gravel with a rock crusher, spray bars are used to
control dust. We have been monitored several times by the Mine Safety and
Health Administration and have never been found to be in violation of their
dust standards.
I have also talked to Steve Defeyter of the Mesa County Health Department.
He says that we have never been found to be in violation of our Air Pollution
Emissions Permit.
