Cultural and Historic Resources (Rules 2.04.4 and 2.05.6 <br />The applicant has provided information on cultural and historic resources in <br />Section 2.9 (pagges 2.587 - 2-592), and in Appendix K. <br />Numerous cultural resource studies have been conducted on lands within the <br />Trapper Mine Plan boundary. A majority of area has been intensively surveyed <br />with the remaining acreage located in areas of low ground visibility and/or <br />steep or disturbed terrain, subjected to a reconnaissance survey. A total of <br />twelve archaeological sites (9 prehistoric - 3 historic) have been located in <br />the area of the Trapper Mine. Of the twelve sites, four are located near but <br />lie outside the present mine plan boundary. Of the remaining eight sites, four <br />are to be impacted by proposed mining. It has been recommended that sites <br />SMF290/999 within the mine plan area and SMF948 outside of the mine plan area <br />are eligible for nomination to the National Register of Historic Places. In <br />current plans, however, neither site will be directly impacted by mining oper- <br />ations. <br />Pursuant to Rule 2.07.6(2)(e), the Division finds that the mining operation will <br />not adversely affect any publicly owned park or place listed on the National <br />Register of Historic Places. <br />The operation is in compliance with the requirements of this section. <br />IV. Geology (Rules 2.04.5 and 2.04.6(1)) <br />The Division has reviewed the information provided by the applicant in Section <br />2.7 (pages 2-346 - 2-401 and 2-452 - 2-454) and Appendix I for compliance. <br />The applicant has conducted an analysis to determine the physical and chemical <br />properties of the overburden. Composite samples of each major strata from 22 <br />drill holes, Located on approximately 5,000 foot centers across the proposed per- <br />mit area, were taken for analyses. The results of this study indicate that <br />certain strata in the central and eastern portion of the proposed permit area <br />contain high levels of sodium. These strata occur outside of the areas to be <br />disturbed during this permit term and will be considered in future applications. <br />Issues associated with the high levels of sodium will be resolved prior to approval <br />of mining activity in the areas of concern. <br />The operation is in compliance with the requirements of this section. <br />2.05.6(3) and <br />Water (Rules 2.04.5, 2.04.7, 2.05.3 <br />The Division has reviewed Sections 2,7„ 4.8, and Appendices P and Q of the <br />permit application of compliance. <br />The sediment control system at the Trapper Mine includes a series of diversions, <br />sixteen sediment ponds, and one inactive pit to control sediment generated at <br />the site. <br />The Soil Conservation Service method was used for estimating peak flows. Routing <br />procedures for pond designs and simple Homographic techniques for culvert sizing <br />have been used. The method used for sediment yield estimation was one proposed <br />by the applicant which assumes that sediment yield is directly proportional to <br />the annual runoff for alI disturbed sites.
