H. The Division approves the applicant's plan for disposal of debris, acid-forming or <br />toxic materials, or materials constituting a fire hazard in a manner designed to <br />prevent contamination of ground or surface waters. A contingency plan has also <br />been developed to prevent sustained combustion of flammable <br />materials.(4.14.3(1)(a)) <br />The Division approves the method and design specifications for covering of <br />acid-and toxic-forming materials in order to prevent leaching into surface and <br />ground water and to insure backfill stability.(4.14.3(2)) <br />XI. Revegetation <br />A. The Division approves the use of introduced species in the reclamation seed mix. <br />The applicant has submitted information that shows that the introduced species are <br />desirable and necessary to achieve the approved post-mining land use, and is not <br />poisonous or noxious. (4.15.2(3)) <br />B. The Division approves the use of straw mulch as a means to meet soil stabilization <br />requirements. The applicant will use a interim seed mix (Table 2.05.4-4) for areas <br />that will be temporarily revegetated. (4.15.4) <br />C. Methods to measure herbaceous cover and production, species diversity, and <br />woody plant density are discussed in section 2.05.4 of the permit. These <br />techniques include compazison of the revegetated communities with extended <br />reference areas. The Division approves of these techniques. (4.15.7(1)) <br />D. Compazisons between reclaimed and undisturbed areas, in order to demonstrate <br />that success criteria of 4.15.8, 4.15.9, or 4.15.10 have been met, will be based on <br />the following: <br />For grassland areas, success will be demonstrated for cover and production when <br />the reclaimed area is at least 90 % of the reference area and meets the 90% <br />confidence interval using cone-sided T-test. No woody stem density standard will <br />apply to grassland areas. Species diversity standards are 2 cool season grasses and <br />1 warm season grass comprising 5 to 30 percent of total live vegetative cover <br />excluding annual weeds. One perennial forb should comprise 5% of total live <br />vegetative cover excluding annual weeds. <br />For oak pinyon areas, success will be demonstrated for cover and production when <br />the reclaimed area is at least 90 % of the reference area and meets the 90% <br />confidence interval using aone-sided T-test. The woody stem density standard is <br />500 stems per acre. Species diversity standards are 2 cool season grasses and 1 <br />warm season grass comprising 5 to 30 percent of total live vegetative cover <br />excluding annual weeds. One perennial forb should comprise 5% of total ]ive <br />vegetative cover excluding annual weeds. <br />21 <br />
