(c) The following describes the activities which will <br />continue during the temporary cessation. <br />o Backfilling, Regrading and Revegetation - WFC <br />has no immediate plans to begin reclamation <br />activities of surface disturbance. It is, <br />however, WFC's intent to develop a phased <br />reclamation plan which include the continued <br />use of surface facilities and progressive <br />reclamation of available areas. <br />o Environmental Monitoring - WFC intends to <br />continue all environmental monitoring required <br />to comply with the provisions of its approved <br />permit. <br />o Underground Opening Closures - Temporary seals <br />constructed at the East and West Portal and <br />Apache Canyon sites include a surveillance tube <br />and a monitoring port which will be inspected <br />on a periodic basis and maintained as <br />necessary. The design of these seals are <br />illustrated on the enclosed figures 1, 2 and <br />3. <br />o Water Treatment - Since the mine works are <br />sealed, WFC will no longer have access to <br />conduct the annual mine inflow study required <br />by permit stipulation #13. This monitoring <br />requirement and the elimination of dewatering <br />activities will be addressed by means of a <br />revision in the near future. <br />(d) Temporary cessation of the New Elk underground workings <br />is being conducted to maintain the mine as a commercially <br />feasible coal reserve. These activities will place the <br />mine in a more passive, secured condition through the <br />elimination of ventilation and dewatering.
