AMERICAN SODA. L.L.P: RIO BLANCO PROJECT No 304400 <br />5.0 FACILITIES DESCRIPTION <br />The project consists of two sites located about forty-two miles apart. One site <br />is identified as the Upper Plant and the other is called the Lower Plant. <br />The Upper Plant includes the Solution Mining, Steam Stripping and Falling <br />Film Evaporation, COZ Liquidizing and Storage, Steam Boiler and Potable <br />Water Systems. <br />The Lower Plant includes the Bicarbonate Crystallizer, Bicarbonate Dryer, <br />Bicarbonate Storage, DSA Mechanical Vapor Recompression Crystallizer, <br />DSA Centrifuges, DSA Product Dryer, Packaging and Bulk Loadout, CO, <br />Vaporizer and Utilities and the Steam Boiler and Water Treatment Systems. <br />There will be two pipelines between the two sites. One line will convey the <br />treated Mine Solution from the Upper Plant to the Process Facilities of the <br />Lower Plant. The other pipeline will return the mine water from the Lower <br />Plant to the Upper Plant. <br />The Steam Boiler, Potable Water and Water Treatment installations are <br />covered under the Utility description of this report. <br />5.1 UPPER PLANT <br />5.1.1 GENERAL (AREA Ol) <br />This area consists of all civil work including process plant site <br />preparation, in-plant roads, service roads, access roads, and fencing. The <br />site preparation will take in consideration two future expansions. There <br />will be three pipelines between the production wells and the process <br />plant. A main substation will provide electric power to the mine and to <br />the process plant. <br />There will be one building structure at this facility. The main building <br />will include the filters, the main process units, the solution heat <br />exchangers, and injection pumps. The building will be braced frame steel <br />structure with metal siding and flat roof. There will be three attached pre- <br />engineered metal buildings. Two will be attached to the west of the main <br />building. One of these two buildings will house administration, <br />laboratory, maintenance shop, warehouse and the locker room. The other <br />will house boilers, the main electrical room, and the main control room. <br />42 <br />
