these assumptions. Woodward-Clyde may have to make its own independent
assumptions in the EIS.
93. The percent increase in housing expected for Rangely, Meeker, Silt, New Castle and
Glenwood Springs.
Unknown at this time. No projections have been found to date. Again, interviews
of local planning departments may be required here.
94. Employment earnings.
According to the Colorado Department of Labor, average annual gross earnings in
Rio Blanco County were $25,565. For Garfield County, that figure was $ 24,335. Total
gross earning for the counties as a whole amounted to about $65.3 million in Rio
Blanco County and about $392 million in Garfield County.
From http:l/zuww.state.co.us/gov dir/labor dir/Imi/es202/97annual/index.htm.
As indicated in Section 8.13.2, page 8-38, American Soda has estimated the average
annual earnings of employees to be $44,000 plus benefits. No detailed wage rate
breakdown has been provided to date. 140 permanent employees x $44,000 per year
= the estimated $6.1 million in earnings.
95. Data regazding the percentage of residents who commute to larger more populated areas
for employment opportunities.
Neither Steigers Corporation nor American Soda has this information. The dated
1990 Census has such information, but we do not know where current data reside.
Try the Highway 82 EIS prepared by CHZMHiII (covers the Roaring Fork Valley -
Glenwood to Aspen corridor).
96. What is a moderate number of additional students? Please provide a definition of
moderate or a numerical figure. (Page 7-54)
According to Vicky Sea, Business Manager of the RE-16 School District (970) 285-
7759, the District can handle another 265 students at the elementary level and 110
additional students at the middle school level. With 170 currently enrolled, the
high school is near capacity, primarily because many of its facilities are antiquated
and have been closed. If a new second floor were added and the facility were
remodeled, the high school could accommodate an additional 250 students.
97. Section 7.14.4.1 -Please provide the 1997 property tax revenue figures for Garfield
County.
Unless I misunderstand the question, Table 7-12 on pnge 7-56 provides these figures.
36
