In addition, the pipelines will cross four gravel roads. These roads will be open cut,
similar to construction operations elseiohere along the pipeline corridor, and the
pipes will be buried to standard depths (see our response to item 29).
32. How many acres of disturbance for access routes and laydown areas? Where will these be
located?
No new roads will be constructed as access routes for pipeline construction.
Disturbance related to access along the pipeline zoithin the pipeline right-of--way has
been accounted for in item 25, above. Six laydown areas of approximately 4 acres
each will be located along the pipeline route at positions that are logistically
significant for construction, not necessarily within or adjacent to the pipeline
corridor. In addition, 20 to 25 temporary use areas of approximately 1 acre each will
be established along the pipeline corridor at road and stream crossings and at other
points such as at the top and bottom of Davis Point.
33. Section 2.2.1, page 2-12 -What aze the methods of construction across streams and
wetlands? What BMPs will be employed to reduce impacts?
All stream crossings attd wetland crossings will be open cut. Streams will be
temporarily dammed to allow constnrction across the channel, or active streams
may be diverted temporarily if flows are too great. Strearn and wetland crossings
will be constructed such that there wilt be 5 feet of cover from the top of the pipe to
the bottom ~f the restored streambed. See Section 14.10 of "The Williams
Companies Onshore Pipeline Construction Specifications" (9 June 1997). Additional
BMP information will be included in the POD (see item 18) and the reclamation
plan currently being developed.
34. Section 2.2.3, page 2-12 -Pipeline installation. Will double ditching be used for topsoil
salvage and replacement? What are the proposed reclamation and erosion control procedures?
Erosion control and reclamation plans are being developed for the commercial
solution mining operation, including pipeline installation, in response to item 62.
These plans will be provided to Woodward-Clyde upon completion. See also
Section 4.3 of "The Williams Companies Onshore Pipeline Construction
Specifications" (9 June 1997). Where present to a depth that allows for stockpiling,
topsoil will be separated and stored along the pipeline. The topsoil pile will be
placed outside of and separate from the excavated spoil pile along the pipeline.
35. Section 2.3, page 2-12 -How much area, in acres, is the "small amount" of disturbance to
relocate the existing railroad spur? Same information needed for Section 2.3.2.2. -how long a
length? how faz away from existing ROW? area of disturbance?
19
