All facilities associated with the Northern Mining District (NMI)) power bore hole, the NMD vent fan, and the 18 right intake ventilation shaft including roads, power lines, poles and buildings shall be removed and any disturbed areas revegetated prior to closure of the mine. 23. The permittee shall obtain all necessary building permits, including a grading and excavating permit, ifnecessary. 24. The permittee will work with local school districts to develop a safety plan during construction that considers school bus routes and schedules. 25. The operator shall employ the most up-to-date technologies and equipment available for noise abatement on all vent fans used on site. - 26. Permittee is responsible for applying magnesium chloride to untreated portions of County Road 179, or other untreated County roads that are used as the primary haul route for gravel, concrete or other materials used in the construction of the 18 right intake ventilation shaft. Magnesium chloride shall be applied in conformance with the requirements of the Roritt County Road and fridge Department prior To any construction of the 18 right intake ventilation shaft access road, drill pad or associated facilities. A construction schedule shall be submitted with estimated number of trips per day 30 days prior to commencement. ' 27. The permittee shall install temporary safety signage along the construction route in conjunction with the Routt County Road and the Bridge Department. 28. Perrnittee shall undertake active measures to mitigate noise from the Northem Mine District vent fan, including installation of exterior acoustical insulation on the Northern Mine District vent fan no later than October 15, 2004, and shall provide to the Planning Department an active cleaning/maintenance program of aII active vent fan mufflers. The Planning Department will undertake anoise-monitoring program that includes early morriing observations of sound levels. - Sound observations shall be made at least monthly from representative locations in Whitewood and/or other affected areas. Planning staff will make a report on noise observations to the Planning Commission and the Board of County Commissioners, in writing on a quarterly basis, beginning three months from August 24, 2004. - by the Routt County Board of County Commissioners: R.
