All facilities associated with the Northern Mining District (NMI)) power bore hole, the NMD <br />vent fan, and the 18 right intake ventilation shaft including roads, power lines, poles and <br />buildings shall be removed and any disturbed areas revegetated prior to closure of the mine. <br />23. The permittee shall obtain all necessary building permits, including a grading and excavating <br />permit, ifnecessary. <br />24. The permittee will work with local school districts to develop a safety plan during construction <br />that considers school bus routes and schedules. <br />25. The operator shall employ the most up-to-date technologies and equipment available for noise <br />abatement on all vent fans used on site. - <br />26. Permittee is responsible for applying magnesium chloride to untreated portions of County Road <br />179, or other untreated County roads that are used as the primary haul route for gravel, concrete <br />or other materials used in the construction of the 18 right intake ventilation shaft. Magnesium <br />chloride shall be applied in conformance with the requirements of the Roritt County Road and <br />fridge Department prior To any construction of the 18 right intake ventilation shaft access road, <br />drill pad or associated facilities. A construction schedule shall be submitted with estimated <br />number of trips per day 30 days prior to commencement. ' <br />27. The permittee shall install temporary safety signage along the construction route in conjunction <br />with the Routt County Road and the Bridge Department. <br />28. Perrnittee shall undertake active measures to mitigate noise from the Northem Mine District <br />vent fan, including installation of exterior acoustical insulation on the Northern Mine District <br />vent fan no later than October 15, 2004, and shall provide to the Planning Department an active <br />cleaning/maintenance program of aII active vent fan mufflers. The Planning Department will <br />undertake anoise-monitoring program that includes early morriing observations of sound levels. <br />- Sound observations shall be made at least monthly from representative locations in Whitewood <br />and/or other affected areas.
