BLM feels that <br />additional work will be necessary in the creek drainage area. Specifically, we <br />believe that some of the fill material below the road will need to be pulled <br />downslope in order to reduce the slope grades and stabilize the cut. In addition, <br />the creek banks need more riprapping in order to stabilize the channel. It is our <br />understanding that this type of additional work is scheduled for the 1996 field <br />season. <br />BLM concurs with the surface reclamation work that has been completed at the <br />substation site adjacent to the road. The subject wide spot in the road provides <br />what we believe to be several public benefits including a vehicular pull-out and <br />turn-arcu'nd area, ~oading!un!eading and camp area for livestock permittees (letter <br />attached) and general use area for the public. BLM does not want the site to be <br />reclaimed to the original contour, and recommend that you provide a variance to <br />the original contour requirement to allow for this level of continued public use of <br />this site. <br />Hubbard Creek and vicinity: <br />We also looked at the Hubbard Creek facilities and the road and powerline from <br />Hubbard Creek to Bear Creek. The reclamation of the lower Hubbard Creek site <br />looks very good. It will provide a good location for the public land users. We <br />recommend the culvert crossing Hubbard Creek and the access road to the parking <br />area remain in place and not removed as stated in the mine plan on p.2.05-30. <br />
