This progress report satisfies requirements <br />set forth in Stipulation #31 of the Edna Mine Permit (C-80-001) for <br />yearly reporting, by October 31 of each year, until project <br />completion. <br />This report notes progress through 10/23/95 and will also outline <br />the climatic conditions experienced during the start of the 1995 <br />field season, and to a lesser extent the end of the season, that <br />may lead to project completion at a later date than the October 31, <br />1995 deadline. Work on the project this year has involved <br />construction of the terraces mentioned in Phase III of the plan <br />listed in Appendix 4.6M of the Edna Mine permit. As mentioned in <br />last years update, the order of construction was changed slightly <br />to accommodate grading work that needed to be completed on the <br />remaining final pit spoils. This grading along with working around <br />topsoil replacement activities in the area led management to a <br />decision to construct the terraces above the old West Ridge haul <br />road first and then push to finish the construction below the road. <br />To date, terraces 9-14 are completed from the top of the ridge to <br />the West Ridge Center Ridge draw. Terraces 7 and S are completed <br />from the top of the ridge to the old West Ridge Haul road, and <br />Terrace #6 is completed from the old West Ridge Haul road to the <br />first of the check dam structures. <br />The settlement agreement outlining the timing of this project <br />outlines climatic conditions as a viable reason for construction <br />delays. Following is a recap of conditions noted from Mr. Terry <br />Crowner's daily activity diary that will show weather delays at the <br />start of the 1995 field season. Appendix 4.6M of the Edna Mine <br />Permit anticipated the field season to run from June - September of <br />each year. According to Mr. Crowner's log the mine experienced <br />snow of recordable quantity (greater than 1/2 inch) on April 10, <br />11, 18, 19, 20, 21, 26 (8 inches), 29 and 30. In May snow and rain <br />days were noted as May 8, 9, 12 (CDMG inspection date) and 17 (CDMG <br />inspection dates 5/18&19/95). Work was started on the terraces on <br />
