DOWE FLATS RECLAMATION MONITORING PLAN <br />Submitted by Michael G. Figgs, LREP, Inc. <br />Draft July 30, 2004 <br />1. Introduction <br />During the Yeaz-1, 3 and 5 interim reviews of the Boulder County Dowe Flats Special Use <br />Permit, very little reclamation work had taken place at the project site. By the time of the Year 5 <br />review, some reclamation was underway on the large temporazy waste rock stockpile at the south <br />end of the quarry. At this time, no specific reclamation monitoring protocols were established <br />between Boulder County and Cemex, other than what exist by means of the Colorado Mined <br />Land Reclamation permit. Now, at the time of the Year-10 review, a significant amount of <br />reclamation is underway, including permanent reclamation of quarry pits. In addition, internal <br />review by Cemex and its contractors have identified problems with composition and purity of <br />seed mix, invasion of agricultural species (particularly cereal rye) and weed control. <br />Accordingly, Cemex is submitting this monitoring plan in order to clearly establish the necessary <br />protocols to ensure successful reclamation of the Dowe Flats quarry. The specific points in this <br />monitoring plan represent minimum standazds, and may be adjusted as necessary. <br />2. Reclamation Planning & Quality Control <br />This contractor position, the "Reclamation Planning Contractor", is responsible for creating a <br />specific reclamation plan for those areas to be reclaimed each year, including specifications for <br />soil preparation, seed mix, seed application, erosion control, weed control and evaluation. <br />Contractor also conducts inspection field trips for quality control and evaluation. This position is <br />currently contracted to David Buckner, PhD., Esco Associates, Inc. <br />3. Reclamation Soil Preparation, Planting, Erosion Control and Weed Control <br />These duties are the responsibility of the "Reclamation Field Contractor", including the <br />mechanical prepazation of the seed bed, application of seed, implementation of erosion control <br />(application of mulch, etc.) and implementation of weed control. This position is currently <br />contracted to Mark Buckley, or handled by the Cemex quarry crew. <br />4. Annual Planning and Monitoring <br />' January Cemex planning meeting <br />A. Reclamation Planning Contractor, working with Cemex Quarry Manager and <br />Reclamation Field Contractor, creates annual reclamation plan. This plan is to be <br />' based upon evaluation of the results from the past year as well as the needs of the <br />coming year. <br />B. The above parties will update the annual reclamation plan map. <br />' February planning meeting with Boulder County <br /> <br /> <br />
