October, 2004 <br />' Page 2 of 6 <br />' REVIEW OF TERMS AND CONDITIONS OF THE DOWE FLATS SPECIAL USE <br />PERMIT (SU-93-14) <br />' PART 1: COMMITMENTS OF RECORD (FROM SHB AGRA DOCUMENT 5/19/94) <br />Please refer to Figure 1 for a map of the Dowe Flats quarry area. Detailed quarry maps are found <br />in Appendix B. <br />1. Screening berms built on the west side of relocated County Road 47. Unpaved roads built <br />to County standards for rural collector. Warning signs and temporary closure when blasting <br />is close to the road. <br />~ Comments: This condition was fulfilled by the time of the year-three review. The screening <br />berms were the first part of the mine plan implemented in Dowe Flats. All but the <br />last mile of County Road 47 is screened. The relocated County Road 47 was built <br />[o county specifications for an unpaved road. The county subsequently paved the <br />road. A blast warning sign was built on County Road 47; however, blasts rarely <br />' take place near County Road 47. <br />2. County Road 49 vacated, bridge removed, riparian restoration in bridge area, cul-de-sac <br />constructed at east end, emergency access easement to the property owners along County <br />Road 49. <br />' Comments: This condition was changed to address a Boulder County Department of <br />Transportation request to maintain the existing bridge over St. Vrain Creek. This <br />condition was modified at the time of the year-five review. <br />3. Management plan for permit area to include: <br />' o land use <br />o agriculture <br />o prairie dogs <br />o wildlife habitat <br />o cultural resources <br />' Comments: Refer to Appendix A for [he updated Management and Monitoring Plans. <br />4. Monitoring of raptors, wetlands (every 3 years -approved by USACOE) and revegetation. <br />Comments: The raptor monitoring program was completed in 1998 with the submittal of [he <br />Dowe Flats Winter Raptor Study, Boulder County, Colorado: 1993-1998. Wetland <br />boundaries have not changed since the year-five review, and mining operations aze <br />not found in or near any jurisdictional wetlands. Revegetation is addressed with the <br />reclamation plan update. <br />
