Monitoring: Aside from monitoring done by the lessee, all surface <br />sturbing and mining activities on the lease will be monitored by the <br />ice of Surface Mining, Colorado Mined Land Reclamation Division and BLM <br />ring the mine and reclamation plan permitting process. <br />Conclusion: We recommend that the land identified in coal lease <br />application, COC-54558, also known as the Jumbo Mountain Coal Tract, be <br />offered for competitive lease so that the mining of the B coal seam may <br />occur. <br />Based on the analysis of potential environmental impacts contained in the <br />attached environmental assessment, we have determined that the impacts are <br />not expected to be significant and the action is not highly controversial. <br />Therefore, the preparation of an environmental impact statement is not <br />required. <br />We recommend the lands identified in Jumbo Mountain Coal Tract, COC-54558, <br />be offered for competitive lease sale. <br />2z <br />D to <br />~° ~~~,~. <br />ct Manager <br />Date <br />I approve the recommendation in this report as the decision of the.HLM on <br />this proposed action. <br />D <br />• <br /> <br />~- S 3 <br />Date <br />3 <br />
