<br /> <br />Stipulation No. 10 required Wyoming Fuels to map the location of all <br />wells within one mile of the permit area and identify those wells that <br />might be affected by mining operation and predict the significance of <br />those effects. This information was submitted and the requirements of <br />the stipulation have been satisfied. <br />Stipulation No. 11 addressed Division concerns about the undermining of <br />Apache and Ciruela Canyons. As required by the stipulation, the operator <br />has supplied information concerning the unconsolidated stream laid <br />deposits in both of these canyons and has given an assessment of the <br />characteristics of these bodies. Based on this information the Division <br />has determined that no alluvial valley floor exists in either Apache or <br />Ciruela Canyon. However, groundwater in these canyons does supply spring <br />and seeps used by wildlife and livestock in the canyons. For this <br />reason, the operator was requested to provide an assessment of the <br />probable hydrologic consequences of mining on the sources of water for <br />wildlife and livestock. This information has also been submitted and <br />Stipulation No. 11 is now satisfied. <br />The Findings for Permit Revision No. 1 also imposed several stipulations <br />on the groundwater portion of the findings. Stipulation No. 7 dealt with <br />a construction requirement during relocation of the Purgatoire Stream <br />Channel. This stipulation has been satisfied and is no longer in <br />effect. Stipulation No. 8 dealt with placement of monitoring wells in <br />the constructed stream channel. The monitoring wells have been installed <br />and the monitoring requirements are covered under a commitment by the <br />operator for the total monitoring plan contained in Tables 27 and 28 of <br />the permit application. Therefore, Stipulation No. 8 has been satisfied <br />and is no longer in effect. <br />With the acceptance of the above stipulation, the operation is in <br />compliance with the groundwater requirements. <br />VII. Probable Hydrologic Consequences of Mining and Cumulative Hydrologic <br />The following cumulative hydrologic impact study (CRIB) has been prepared <br />for the portion of the Purgatoire River Basin above Madrid, Colorado, <br />pursuant to Rule 2.07.6(2)(c). This CHIS assesses the projected <br />cumulative hydrologic impact of all anticipated mining operations in the <br />general area of the Golden Eagle Mine. <br />Mining operations included in the analysis include the New Elk (CMLRD <br />Permit Number C-81-012) and Golden Eagle (CMLRD Permit Number C-81-013) <br />Mines. These mines are existing underground mines located in the <br />Stonewall and Picketwire Valleys within the Purgatoire River drainage. <br />_l 0_ <br />
