t
David Berry and Lacry Routten
December 5, 1997
Chronology of how Trapper's cover standard was developed
Page 2
Date Event
CMLRD and OSM approve Trapper's new permit C-81-O10 with the
stipulation that within 6 months of permit issuance Trapper and the Division
12/82 will devise acceptable criteria for the evaluation of revegetation success for
herbaceous cover (and productivity), to be applied to all areas to be reclaimed
during the S-year permit term. OSM's memo that recommends approval of the
permit explicitly refers to this stipulation.
5/23/82 Trapper submits for CMLRD's approval two possible methods of evaluating
cover.
11/25/85 Memo from M. Savage to G. Squire summarizes review of Trapper's submittal
and identifies changes in statistical analysis necessary for approval.
Letter from M. Long to Trapper explains that further pit advancement cannot
2/18/87 be approved until reveg. success standards are finalized. (Development of
shrub density standard was in progress.)
Preliminary adequacy review letter for RN-O1/PR-02 from G. Squire to
4/14/87 Trapper explains that renewal cannot be approved until Trapper submits
acceptable standards for shrub density, productivity, and vegetative cover.
Memo from M. Savage to G. Squire/M. Long explains that the method
4/14/87 proposed by Trapper in PR-02 which measures success of cover and
production by comparing reclaimed areas to reference areas is acceptable .
5/28/87 Letter from Trapper (B. Humphries) proposes cover standard that is a back-
calculation of the minimum cover needed according to the USLE.
6/9/87 Letter from G. Squire to Trapper says method proposed in 5/28/87 letter is
acceptable.
