The sodic nature <br />of the material should present no problems with regard to reclamation of <br />the mine waste because any waste material produced will either be <br />backstowed within the underground workings or placed in an approved <br />disposal site at the Munger Canyon Mine and covered with a sufficient <br />layer of non-toxic, non-combustible material which is also suitable for <br />plant growth. The waste pile will then be revegetated with the permanent <br />seed mix listed in the reclamation plan portion of the Munger Canyon Mine <br />permit application. <br />Salt Creek Mining Company has submitted an analysis of the coal to be <br />mined. These data indicate the presence of some elements at higher than <br />normal levels. The Division has determined that there is a very slight <br />possibility that adverse effects to the environment will result due to <br />exposure of the coal in a surge pile on the mine bench. There are <br />several reasons for this determination. <br />The coal in the surge pile will be exposed to surface runoff for short <br />periods of time. Material in the pile will normally be cycled within one <br />day. There is therefore little potential for excessive leaching of <br />material in the pile. <br />The area of the surge pile accounts for only 3.5 percent of the total <br />disturbed area. This is approximately the ratio of contribution of <br />leachate from the surge pile to the runoff from the rest of the disturbed <br />area. The leachate would be appreciably diluted in this case. <br />All runoff from the surge pile and the bench area is contained with a <br />sediment control system as described in the following section (V. <br />Hydrologic Balance: Surface Water) of this document. The system will <br />prevent runoff from entering the natural drainage. Runoff from the area <br />will be released into the natural drainage only after it meets all <br />applicable effluent standards. <br />With satisfactory resolution of the stipulation, the operation will be in <br />compliance with the requirements of this section. <br />Balance: Surface Water - Rules 2.04.5, 2.04.7, 2.05.3(4 <br />~~ <br />The information provided dealing with surface water quality, surface <br />water quantity and sedimentation control was reviewed by the Division. <br />This information can be found in Sections 2.4, 4.2.6, and 4.2.7 of Volume <br />1 and Appendix M of Volume IV of the application. The following comments <br />are based on review of these materials. <br />The applicant has supplied surface water quality data which is <br />specifically required by Rule 2.04.7(2)(b)(ii). The analyses provided <br />(Tables 4.2-6 and 4.2-7 and Figures 4.2-8 and 4.2-9) include a number of <br />parameters in addition to those required by the Rules and Regulations. <br />Data provided by the applicant are sufficient to make the required <br />findings of compliance for this section. <br />-8- <br />
