4 A drainage study was completed by the previous permit holder, and specified the <br />placement of five culverts and a bar ditch system. <br />From notes of meetings held by the previous permit holder are noted below and <br />concurred with: <br />A) Consolidated Constructors notes that we are responsible for the maintenance <br />of County Road 136 from the intersection of County Road 141 to the mine <br />entrance. We would like to note that this responsibility should be enforceable <br />during the period of the year that we are actually using the road and that at the <br />completion of our operational year we will regrade the road to a correct and <br />drivable condition. <br />B) It is noted that residents, of the neighbor subdivisions, would like to have the <br />ability to maintain portions of County Road 136 used by their residents. <br />C) Issues such as dust control, smoothness, and drivability were <br />addressed, by the previous permit holder, and Consolidated Constructors will <br />provide water trucks for the purpose of dust control on County Road 136. <br />Solid Waste Management ' <br />All solid waste will be contained on-site and the debris will be transported to an approved <br />disposal site. It is not anticipated that there will be large amounts of solid waste generated by this <br />operation. <br />Conclusion <br />The continued development of this construction materials mine will provide the county with a <br />high quality source of construction materials with very low impact to the local residents. As a <br />long term owner and operator of construction materials mines in the Farmington New Mexico <br />area we have the experience to make this a viable operation. <br />
