-39- <br />A 10.6 acre disturbance area at Pit 6 has been partially backfilled, and <br />reclamation will be completed during the summer and fall of 1984. The only <br />area which will be mined during this permit term is Pit 4. The application <br />originally proposed additional strip pits (7 and 8) and a limited amount of <br />auger mining. The application has subsequently been revised to exclude these <br />activities. <br />The mining plan for Pit 4 is similar to that employed at Pits 2 and 3, in that <br />mining will progress updip with a sequence of boxcuts. The pit will advance <br />toward the crest of a ridge to the east of Grassy Creek. <br />Four coal seams will be extracted at Pit 4, to a maximum depth of 63 feet. <br />Overburden will be excavated and transported with a combination of rubber <br />tired scrapers and front-end loaders. <br />Coal seams to be extracted include the Pinnacle #2, 3, 4 and 5 rider seams, <br />which average 2 to 3 feet in thickness. The number 2 rider seam outcrops in <br />the western portion of the Pit 4 area, and is not mined due to shallow <br />overburden cover and resultant oxidized condition. The number 5 rider is not <br />continuous throughout the Pit 4 area, but it is extracted when it occurs. <br />Overburden and topsoil from initial boxcuts will be stored in temporary <br />stockpiles in the southwestern portion of the Pit 4 disturbance area. After <br />initial pit development; backfilling and grading, topsoiling, and revegetation <br />will be achieved concurrently with pit advance. The final pit will be <br />backfilled with the stockpiled spoils. Mining and reclamation is scheduled to <br />be completed at Pit 4 during this permit term. <br />The proposed operation is in compliance with the requirements of this section. <br />XVI. Explosives - Rule 2.05.3(6) <br />Information regarding blasting, including the blasting record form and a <br />typical blasting configuration is provided in the application. There are no <br />buildings or dwellings within a two mile radius of any proposed blasting <br />area. The applicant has demonstrated compliance with the vibrational <br />limitation equation of Rule 4.08.4(10). <br />The proposed operation is in compliance with the requirements of this section. <br />XVII. Backfilling and Grading - Rules 2.05.3(6), 2.05.3(a), 2.05.4(2)(a), <br />2.05.4 2 c 4.09, 4.13, and 4.14 <br />Information on backfilling and grading is provided on pages IV-3 through IV-6 <br />of the application. Based on previous experience at reclaimed Pits 2, 3, 5 <br />and 6, the applicant has projected a 15% overburden swell for material at <br />Pit 4. <br />
