-34- <br />Air pollution control measures (30 mph speed limits and haul road watering) <br />are listed on Page V-1 of the application. The Rockcastle Company has <br />obtained an emission permit from the Colorado Department of Health, but the <br />permit was not included in the application. The following stipulation is <br />required: <br />Stipulation No. 5: <br />WITHIN 1 MONTH OF PUBLICATION OF THE PROPOSED DECISION, THE PERMITTEE <br />WILL SUBMIT 3 COPIES OF THE FINAL APPROVED AIR EMISSION PERMIT FOR <br />INCLUSION IN THE APPLICATION. <br />With the above stipulation, the proposed operation is in compliance with the <br />requirements of this section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06 <br />Soils resource information is presented on pages II.1-1 through II.I-29 of the <br />application. A description of topsoil salvage and storage is provided on <br />Pages III-28 through III-30 and topsoil redistribution is discussed on pages <br />IV-5 through IV-8. <br />Three soil types (four mapping units) will be affected by mining at Pit 4 this <br />permit term. The soil types are Winevada Splitro Complex, Coutis fine sandy <br />loam and Winevada fine sandy loam. The soils are all mollisols with <br />relatively deep, well developed A horizons. The soils are well drained loams <br />and fine sandy loams with physical and chemical properties well suited for <br />revegetation. <br />Soil mapping units were based on an SCS Order III level survey, but the map <br />was refined based on at least one sampling site in each mapping unit. Soil <br />samples for separate horizons were analyzed from 13 locations representing 9 <br />soils and 11 mapping units in the permit area. Mapping units down to <br />approximately 3 acres were delineated. <br />The applicant proposes to salvage all A horizon material. Based on soil depth <br />information presented in the Soil Resource Information section of the <br />application, sufficient soil will be available to respread a two foot layer on <br />regraded spoils. <br />A topsoil buffer zone of at least 30 feet will be maintained in advance of the <br />highwall. When regraded overburden is available, topsoil stripped ahead of <br />pit advance will be replaced directly on the graded spoils. The regraded <br />spoils of the final cut will be topsoiled with soil removed and stockpiled <br />during initial pit development at Pit 4. <br />The proposed operation is in compliance with the requirements of this section. <br />
