To: Renner, Steven; Hernandez, Daniel
Subject: FW: Sunlight Mine Lower Fan Portal Supoorts Collapsing
Steve -Any ideas on funding or repair?
It's probably too late to get OSM money this year, but Dan will check. Maybe next year.
I know that you are familiar with the ground at this mine. Any thoughts are welcome.
DB
From: Hernandez, Daniel
Sent: Wed 10/31/2007 2:59 PM
To: Berry, David
Cc: Musick, Jason
Subject: Sunlight Mine Lower Fan Portal Supoorts Collapsing
Dave -Jason and I inspected the Sunlight Mine on 10/23/07. The Lower Portal, aka the Fan Portal, was
reclaimed in 1990 along with the rest of the mine. Reclamation of the Lower Portal involved removal of a metal
fan and housing, construction of a bulkhead seal made of concrete blocks and grout, and the addition of some
roof and side timbers to the portal's framed opening. The portal measures roughly 6' high x 5' wide.
Some existing roof and wall timbers around the portal opening were left in place during reclamation, while others
were added around the opening as part of the reclamation. It appears the portal structure was not fully backfilled
so that the portal could drain, as three steel (?) drainage pipes were installed through the base of the bulkhead
and a trench dug from the front of the portal to a ditch to the east.
The attached photos show that the some of the horizontal roof timbers in front of the seal are now collapsing.
This collapsing appears to be occurring due to the horizontal roof timbers rotting from the moisture of the backfill
that was placed over them during reclamation.
Access into the portal is still prevented by the bulkhead seal, which appeared intact at the time of our inspection
The collapsing of the portal timbers, however, appears to be creating something of a public safety hazard.
Additionally, the earth that has fallen through the timbers appears to have blocked two of the three drainage
pipes.
According to Kimberly Seymour of IMP and documents in the mine files, all monies obtained through the forfeiture
of the Sunlight Mine reclamation bond have been utilized. Should we consider applying to OSM for some Civil
Penalty Reclamation monies to repair this collapse?
From: Musick, Jason
Sent: Wednesday, October 31, 2007 10:44 AM
To: Hernandez, Daniel
Subject: sunlight portal
11/1/2007
