solution mining of sodium bicazbonate at the Piceance Facility have been carried out on a <br />commercial scale since 2000 under conditions of the Permit, and American Soda has gained <br />considerable operating and monitoring experience during this time. Based on that experience <br />and proposed changes in the operating plans for the Project, American Soda has requested <br />several modifications to the UIC permit. American Soda, in consultation with EPA, the Bureau <br />of Land Management (BLM) and the Colorado Division of Mines and Geology (CDMG), <br />developed an approach to the proposed modification acceptable to the regulating agencies and to <br />American Soda. <br />The request for the modifications to the Permit included three elements: <br />1. UIC Permit Modification Request that provided suggested language for the <br />various sections to be modified including a new Section of requirements for <br />periods of Temporary Suspension of mining operations; <br />2. Revised Subsidence Plan, dated August 2004, to replace the original Subsidence <br />Plan and to include modifications to the requirements for Time Domain <br />Reflectometry (TDR); and <br />3. Revised Ground Water, Surface Water, and Process Monitoring Plan dated <br />September 2004, that includes reduction of the number of monitoring pazameters. <br />PUBLIC COMMENTS <br />Public comments aze encouraged and will be accepted, in writing, at the Denver Office <br />for a period of thirty (30) days after publication of this notice. If any member of the public <br />desires a public hearing on this draft permit, the request should be in writing, and should state the <br />nature of the issues proposed to be raised at the hearing. A public hearing will be held only if <br />significant interest is shown. <br />All data submitted by the applicant, as well as the draft Major Modification to the Permit <br />and the draft Addendum to the Statement of Basis prepazed by EPA, aze contained in the <br />administrative record. The final decision may be to: <br />issue; deny; modify; or revoke and reissue the draft Permit Modification. The final decision shall <br />become effective thirty (30) days after the final decision is issued, unless no commenters <br />
