The Permit is issued to <br />American Soda LLP (American Soda) for solution mining of the mineral nahcolite via multiple <br />Class III solution mining wells within the Yankee Gulch Sodium Minerals Lease located in the <br />Piceance Creek Basin in northwest Colorado. EPA is proposing several modifications to the <br />Permit that pertain to: I) revised subsidence monitoring requirements; 2) revised defmition of the <br />injection interval; 3) adding requirements for temporary suspension of injection operations; and <br />4) revised ground-water monitoring requirements. <br />The EPA has reviewed the submitted request and information, has determined that <br />underground sources of drinking water will continue to be protected, and is hereby proposing to <br />modify UIC Area Permit No. C030858-00000. For the purpose of the Permit and Modification, <br />the term "commercial scale" means the injection, circulation, recovery or production of fluids for <br />sale or for pilot testing of a new application. Additionally, the Assistant Regional Administrator, <br />Office of Partnerships and Regulatory Assistance, is the Approving Official for the Modification <br />and is referred to as the "Director"throughout. <br />BACKGROUND <br />Steigers Corporation, on behalf of American Soda, filed a request for a modification of <br />Area Permit No. C030858-00000 on September 24, 2004.
