• Proposed to be deleted :Part II, D, Monitoring, 4th paragraph of the section. <br />Delete the followine Current Permit lanauaee: <br />As specified in Appendix I, the ground water and surface water monitoring programs in this Permit <br />includes two monitoring periods: the baseline period, and the first five (5) yeazs of commercial <br />operations. Established trends will be developed prior to start-up of commercial operations. For the <br />purpose of this Permit, at least five (5) quarters of additional baseline data must be collected prior to <br />commencement of injection. This baseline period will start from July 1999. The baseline monitoring <br />schedule for ground water monitoring wells includes monthly water level and water quality monitoring <br />for a period of five (5) quarters prior to the start of commercial solution mining operations. Piceance <br />Creek shall be monitored in accordance with current U.S. Geological Survey (USGS) monitoring <br />schedule for this stream, as provided in Section 3.0 of the Watei• Monitoring Plan, Appendix I. Spring <br />and seep monitoring shall be conducted twice per yeaz, corresponding to high flow (spring) and lower <br />flow (fall) conditions for the baseline period and during solution mining operations. <br />• Part II, D, Monitoring, 5th paragraph of the section is proposed to be changed as follows: <br />Current lanQUaQe: <br />Subsequent monitoring plans applicable to the 5-30 year phase of commercial mining will be developed <br />prior to mining in those azeas. Any changes in the monitoring progam will be incorporated into the <br />Permit by modification of the Water Monitoring Plan, unless a Permit modification is required. <br />Modification of the Permit will only be required if the plan has undergone significant changes. <br />Modification of the Water Monitoring Plan may also be required based on the results of on-going <br />monitoring or as appropriate, in consultation with other regulatory agencies. <br />Proposed IaneuaSe: <br />The Water Monitoring Plan addresses monitoring for the current mining area (0.5 year panel). <br />Subsequent monitoring plans, applicable to the future commercial mining areas (6-30 year panels), <br />will be developed prior to mining in those areas. As additional monitoring data is collected and <br />analyzed, changes (increase or decrease) to the monitoring plan may be appropriate. Changes <br />could include monitoring parameters, sampling or analytical methods, frequency of monitoring, or <br />the number and location of monitoring points. A reduction of the current monitoring <br />requirements would be made only after a review of the data demonstrates that the current <br />monitoring requirements are: <br />1. redundant <br />For example, where other monitoring locations or data already provide adequate <br />monitoring coverage, a reduction in monitoring could be appropriate. <br />2. not producing reasonable data quality or quantity <br />For example, where a monitoring well appears to be contaminated or does not produce <br />enough water to be consistently sampled, or in a case where data for a specific parameter is <br />not adding any substantive value to the monitoring program, a reduction in monitoring <br />could be appropriate. <br />3. cannot reasonably be continued due to field conditions or technical considerations <br />Draft Addendum to SOB For Modification No. 9, UIC Area Permit No. C030858-00000 Page 25 of 27 <br />
