Shelton <br />Director <br />December 30, 1981 <br />TO: Dan Mathews /\'11Q~]w~--~- <br />FROM: Jim Pendleton ~~~-" - <br />RE: Review of r n and Reclamation Plan for Western Slope Carbon's <br />~oal Waste Disposal, Delta County Landfill" <br />Pursuant to your request, I have reviewed the report prepared by Cooper and <br />Clark, Consulting Engineers, entitled "Operation and Reclamation Plan <br />for Western Slope Carbon's Coal Waste Disposal, Delta County Landfill". I <br />forward the following comments for your consideration. <br />The geotechnical investigation and design of the waste disposal site conform, <br />in my opinion, with the current prudent state-of-the-art. 'The plan can be. <br />approved, conditioned upon the following stipulations: <br />(I) The earthen retention embankment face must be lowered in surface <br />slope to 2:I (horizontal to vertical), by the placement of additional non- <br />waste material against the outside face of the existing embankment. <br />(2) The applicant must adhere to the material placement and construction <br />specifications contained on pages 11-13 of Appendix A of the Cooper and Clark <br />report. <br />t(3) Proper surface water diversion structures, as briefly described on <br />pages I3 and 14 of Appendix A of the Cooper and Clark report, should be <br />designed and installed. <br />NOTE: I recommend that you refer this portion of the Cooper and Clark report to <br />either Jerry Zimpfer, Dave Craig or Bob Liddle for their review of the applicant's <br />sizing calculation. <br />(4) The piezometer installed in boring No. 5 should be maintained and <br />periodically sampled for quality and water table data purposes. <br />
