I
forward the following comments for your consideration.
The geotechnical investigation and design of the waste disposal site conform,
in my opinion, with the current prudent state-of-the-art. 'The plan can be.
approved, conditioned upon the following stipulations:
(I) The earthen retention embankment face must be lowered in surface
slope to 2:I (horizontal to vertical), by the placement of additional non-
waste material against the outside face of the existing embankment.
(2) The applicant must adhere to the material placement and construction
specifications contained on pages 11-13 of Appendix A of the Cooper and Clark
report.
t(3) Proper surface water diversion structures, as briefly described on
pages I3 and 14 of Appendix A of the Cooper and Clark report, should be
designed and installed.
NOTE: I recommend that you refer this portion of the Cooper and Clark report to
either Jerry Zimpfer, Dave Craig or Bob Liddle for their review of the applicant's
sizing calculation.
(4) The piezometer installed in boring No. 5 should be maintained and
periodically sampled for quality and water table data purposes.
