Formation of acid drainage in this area <br />was not identified in the original permit application. Therefore <br />the Division requests that a containment and treatment plan be <br />submitted to control drainage into and out of the coal stockpile <br />are to minimize the contact with acid producing material, and <br />second a treatment plan to treat any acid mine drainage that does <br />form. <br />3). A review of the Division's records indicated that water monitoring <br />data was missing for 8 quarters of water quality and 24 months of <br />water flow data from the Victory No. 1 portal. Monitoring of this <br />discharge was stipulated in the permit approval. Also, the Coal <br />Gulch Mine has committed to monitoring 5 surface water sites on a <br />quarterly basis. The data from the last 2 quarters of 1987 and the <br />first 2 quarters of 1988 are missing. Failure to submit the data <br />by September 1, 1988 may result in enforcement actions. <br />4).
