Reclamation History of the Hayden Gulch Mine
<br />The 8.9 acres of this bond release aze the remnants of a lazger (former) permit area. The Hayden
<br />Gulch mine has been in existence since January 1978, first under Permit 77-99, and then under
<br />Permit C-1980-003. The initial C-1980-003 permit of the Hayden Gulch Mine described a mine
<br />site of 1,27213 acres, and a coal loadout facility of 134-acres (the coal loadout is located
<br />approximately two miles southeast of Hayden)14. Of 517 acres planned for disturbance15 in 1980,
<br />355 acres at the mine site and 54 acres at the loadout had been disturbed as of January 23, 198716
<br />Mining ceased, and reclamation operations at the mine site followed immediately. The disturbed
<br />azeas of the mine pit (azeas east of Routt County Road 53) were completely backfilled and
<br />graded, topsoiled and seeded by the end of 1986~~. The disturbed areas of the mine-site office,
<br />shop, and wazehouse facilities, located west of Routt County Road 53 (RCR 53), were reclaimed
<br />in the fall of 198718. Depending on steepness of slope and availability of equipment, seed was
<br />applied by drill seeding, hydro seeding, and hand broadcasting. Three different seed mixes were
<br />used during reclamation. The reclaimed areas were not fertilized or irrigated.
<br />The loadout was withdrawn from Permit C-1980-003 in 199319 and permitted under Permit C-
<br />1992-081. The permit azea of Permit C-1980-003 was re-described as 1,276 acres in 199620, of
<br />which 362 acres had been disturbed. Subsequent to bond releases SL-O1, SL-02, and SL-03,
<br />described below, the permit area was reduced to 6.8 acres. The permit azea was later redefined
<br />(resurveyed) as 8.9 acres21.
<br />This bond release application applies to the entire 8.9 acres of the permit, consisting of a 1.14-
<br />acre slump azea (Slump) and three shrub plots (Pazce1003 of 1.62 acres, Pazcel HG-8 of 5.13
<br />acres, and Parcel E consisting of 1.03 acres) These four parcels (areas) are shown on Figure 1 of
<br />the bond release application (Final Bond Release Application, Hayden Gulch Mine Permit
<br />Boundary and Revegetation Sequence). These four parcels incurred an extended bond liability
<br />periods due to shrub augmentation planting on three of the pazce[s, and slump repairs on the
<br />other. The liability on the shrub areas was extended to June 5, 2001. The liability on the slump
<br />area was extended to 200422. These azeas were not included in SL-03 (Phase II and Phase III).
<br />Reclamation activities remaining were limited to establishing vegetation (shrub augmentation) on
