-33-
The proposed operation is in compliance with the requirements of this section.
XIX. Bonding -- Rules 2.05.4(21(bl and 3
Reclamation cost calculations are provided on pages 119 - 121 of the
application. The applicant's projected cost of $30,650.00 for reclamation of
the 12 acre disturbed area did not include the cost of loading and hauling
approximately 4000 yd3 of soil from the stockpile to the regraded facilities
area. Also, the applicant's projected revegetation cost of $121.00 per acre
was considered low by the Division.
With the two adjustments described above (documented in a memorandum to the
file dated November 16, 1984), the final bond amount has been calculated by
the Division at $40,000.00.
With submittal of the bond in this amount, the proposed operation will be in
compliance with the requirements of this section.
XX. Subsidence -- Rules 2.05.6(6) and 4.20
The application contains a thorough subsidence report beginning after page 123
of the application. The report demonstrates that no structures or renewable
resource lands will be affected, and contains a subsidence prediction and
monitoring program which complies with the regulatory requirements.
The applicant has recommended a monitoring plan consisting of 26 survey points
along the line of minimum subsidence, to be surveyed immediately upon
installation and monitored quarterly. The Division approves of the
recommended plan. However, the application does not commit to implementation
of the recommended plan. The following stipulation is necessary.
Stipulation No. 11
WITHIN ONE MONTH OF PERMIT ISSUANCE, THE APPLICANT WILL COMMIT TO
IMPLEMENTATION OF THE SUBSIDENCE MONITORING PLAN AS RECOMMENDED BY THE
CONSULTANT'S REPORT CONTAINED WITHIN THE APPLICATION.
With the acceptance of the above stipulation, the proposed operations in
compliance with the requirements of this section.
XXI. Roads -- Rules 2.05.3(3) and 4.03
The Road section of the application is on pages 96 though 96D and on Drawings
14 and 15.
