State agencies. <br />including the Mined Land P.eclamation Division and Colorado <br />Department of Health, Air Pollution Control Division, to in- <br />;~ure environmental harmony. <br />(4) "The Special Use will not adversely affect the public <br />health. safety or welfare." <br />This operation will be lo~~ated on private property in an area <br />substantially removed from the public.
