Where <br />earth blading is zequi~red, stumps shall be removed and scattered or buried <br />in an area designated by the authorized officer. [dbere earth blading is <br />not required, stump height shall not exceed 12 inches. <br />All slash less than four inches in diameter shall be stockpiled for use <br />in reclamation. All material four inches in diameter and greater shall <br />be cut into lengths and removed from public land. A wood permit from <br />the authorized officer for three cords of juniper shall be requited prior <br />to any clearing. <br />lo. All construction activity, shall cease when soils or road surfaces become <br />moisture saturated to a degth of three inches unless otherwise approved <br />by the authorized officer, <br />11. Duzing the construction phase of the project, the grantee shall spray <br />the roads with water or an approved dust retardant as directed by the <br />authorized officer. <br />12. Prior to cutting any fence along the right-of-way, the grantee shall <br />firmly brace snd tie the fence to prevent slacking of the wine. All <br />braces shall be a pezmanent H-frame construction. Upon completion of <br />construction, the grantee shall rebuild and maintain the fence in accordance <br />with the attached brochure. <br />13. A11 facilities at the evaporation pond site will be fenced to prevent <br />entry of deer and domestic livestock prior to placing fluids in the pit. <br />The fence shall be an eight-foot game fence to be constructed in accordance <br />with the attached brochure. <br />Rehabilitation <br />14. All disturbed areas along the pipeline shall be recontoured to conform <br />with local topography. The topsoil shall be replaced and erosion control <br />structures constructed as directed by the authorized officer. <br />15. Once the pipeline is constructed, the grsntee shall restore the existing <br />roadway to meet or exceed conditions prior to construction. She pre- <br />construction width of the driving surface shall also be restored and <br />erosion control structures installed subject to approval of the authorized <br />officer. <br />16. The grantee shall construct water bars oz "kicker dikes" on all of the <br />pipeline right-of-way as directed by the authorized officer. The water <br />bars or dikes shall be constructed across the full width of the disturbed <br />area. <br />17. Drainages shall not be blacked of filled with loose dirt or debris. <br />18. The grantee shall promptly remove and dispose of all waste csused by <br />ite activities as directed by the authorized officer. The term "waste" <br />as used herein means all discarded matter including, but not limited to, <br />human waste, trash, garbage, refuse, petroleum products, ashes, snd <br />equipment. Wastes shall be disposed of in a sanitary lattdfill unless <br />otherwise approved by the authorized officer. <br />
